Study On The Information Security System Of Chinese E-Government

With the continuous development and application of information technology, human society has entered into the information age. State informatization is constantly deepened. The construction of government information, as an important part of the construction of state informatization, is being carried out widely in various countries'government. And the construction of e-government, as a core of the construction of government informatization, is placed in the priority, and pushed to the national strategic perspective. However, in the process of actively pursuing e-government in various countries, especially after the government embarking on the Internet, they are all obsessed by information security of e-government without exception. E-government information security has become an important basis to protect the healthy development of information security and its life. Therefore, Governments have generally placed information security and e-government system in an important position of the construction of e-government. The same situation is true in China. From the mid-1980s of the 20th century, conducting office automation, to the government online in 1999, as well as the construction of e-government in 2002, information security has always troubled us within nearly 20 years. Therefore, to ensure information security and e-government is not an overnight event, but a continuous work. It is necessary to strengthen the study of information security and e-government system. It will play an important role in China's information technology strategy, great development of information technology, the online network to maintain stability and social order under the executive order. And guarantee of the smooth progress of socialist modernization.This paper is divided into four parts. The first part of the e-government information security for general analysis and exposition.The article is start with the connotation of the e-government information security. The inscape includes physical security, data security, operational security and human security software. And then bring forward the e-government information security objectives and tasks. The E-government information security objectives include: availability, integrity, confidentiality, security objectives and account targets. The task is to ensure information security and the authenticity of e-government information, integrity, control, confidentiality, recognition, availability and non-repudiation. The security E-government information has been bothering us for years, the Chief of ensuring the smooth conduct of the people's lives in order, is a very important significance to national security. It mainly reflected in the following aspects: Firstly, e-government related to national security, and the country's survival. Secondly, e-government safety is the basic guarantee of national interests. Third, e-government safety is the basic guarantee of social stability. Electronic government information security is also having unique characteristics: complexity, technical, risky and dynamic nature.The second part analyzes the information security and e-government status. Status of information security and e-government system in China cited by the results achieved in these achievement: the government has attach importance to the work of national information security, and researches on e-government information security has begun to take shape to intensify the publicity. The training on information- security- related staff has increased. And the government has also formulated a number of laws related to information security. The author has also analysis the threats that e-government information security facing, including the internal threat and external threats; Finally, China's electronic and information security system at this stage of the security risks that exist in the analysis. The four main security risks areas are: technology risk, management, services, and legal aspects.The third part of our e-government information under the framework of the security situation, including the technical support system, operations management system, the social services system, infrastructure platforms. Which are mainly technical support from the physical layer of security, network layer security, application layer security, System-level security to provide technical support for information security and e-government; Management system needed to carry out the following tasks : (1) safety administration : to establish a unified security organizations, the importance of human resource management and development. Formulation and implementation of safety responsibility system strengthen the management of network information. (2) Security technology management: security management entity of hardware, software, system security management, password management. (3) Risk management, risk management of project risk identification, analysis and response; social services system, including security management system, safety and emergency services evaluation corresponding services; infrastructure platform for building infrastructure and regulations, including tagging infrastructure.The fourth Part, aiming at the e-government information security technology, management, service and infrastructure within the framework of these four areas, puts forward the corresponding solution. (2) the establishment of a special regulatory body, to enhance the security of information resources management; Establish and improve a system of security services : the establishment of national information security system security requirements, the establishment of information security evaluation standards, improve information security and emergency management services accordingly; improving information security and infrastructure services : improving information security infrastructure, and improve laws and enforce them strictly.This paper by analyzing the environment and the disadvantages of e-government information security aims to solve the problem of information security, and ensure the healthy development of e-government, thereby promote the process of administrative informatization, the state informatization, social informatization.
