Research On The Supervision Of Cadre Administration Department In County Party Committee

As an important institution of governmental management control, authority supervision has different contents and forms in different social systems. We make no doubt of its important functions. There are many forms of supervision for public authority in our country now, but it is still hard to control the phenomena of power corruption, which bring impediments to the development in economy, management of government and construction of the ruling party. Therefore, strengthening authority supervision is a vital matter of immediate urgency in the new period and situation. The work of cadre supervision is not only the significant segment of government organs' cadre management but also the important component of CCP's construction and inner—party supervision.It is urgent with cadre administration department in county party committee to reinforce the work of cadre supervision, in order to develop the society of county economy, give services to grass—roots masses and safeguard the social stability. How to summarize the experiences and lessons of cadre supervision in county governance and explore the effective mechanisms of cadre supervision system's operation based on democracy, is a research of theoretical significance and practical value. However, academic circles do little systematic monographic study on county cadre supervision. The thesis tries to explore these from the perspective of case.The writing frame and research contents of the thesis read as follows:The introduction is mainly about the reason for this research and its significance. The following points are included in this part: literature review of related researches, connotations of basic ideas such as cadre supervision of cadre administration department in county party committee, experience analysis as main research method and the structure and new ideas of the thesis.The first part summarizes the Marxist theory and policy of cadre supervision, and analyzes the historical process, experiences and lessons on cadre supervision of CCP's cadre administration department.The second part gives cadre administration department of C County of Hubei Province as an example, and explores the condition operated, including system designed, new ideas and effects from the perspective of concrete evidence. Based on these, it puts forward the inadequacy and analyzes the reasons.The third part based on the normative analysis and the empirical analysis, raises the thinking and measures of cadre supervision, which should be reformed from four aspects including system, talent, management and technique.The last part is a concluding remark which narrates briefly the overlapped, blank and conflicted boundary of cadre supervision and the relationship between cadre supervision and inner—party supervision.Creativities in this thesis are as follows:The first one lies in the method adopted in this research. The method of experience analysis which combines both the normative study and the empirical study are used in this thesis to analyze the supervision of cadre administration department in county party committee in China's political process, not only emphasizing the theory foundation, policy basis and literature citations but also the empirical study and the problem sense. This method focuses on the application of investigative material beyond the sample analysis's narrow field of vision.The second one lies in the contents. Standing on China's condition and county government's practical circumstances, the thesis explores the institutional contents, operational characteristics, effects and inadequacy of cadre administration department's supervision in C County party committee, and puts forward the thinking and measures to perfect it in the situation of establishing the service—oriented government and strengthening the socialistic anti—corruption movement. Starting from the county cadre supervision's guiding ideology and basic principles, this part of thinking raises the developing direction and tendency of cadre supervision such as democratic publicity, clearance, network and many kinds of powers' cooperation. Four measures to perfect the county cadre supervision are as follows: the first one is system of consummating law and regulations and bringing forth new ideas to supervision mechanism; the second one is talent of introducing excellent people and improving the supervision ability; the third one is management of carrying out system of objective responsibility and perfecting the supervision mechanism; the fourth one is technique of adopting the supervision methods of other departments and exploring new supervision technique.
