1993 promulgated the "Interim Regulations for State Public Servants, " marks the formal establishment of the civil service system.In March 1994 the State Ministry of Personnel issued the "Interim Regulations on State Civil Service examination," At this point, China's civil service performance appraisal system announced the basic framework established in the country which played an important role in personnel management.Performance assessment is that the old civil service before the management of cadres and personnel appraisal and reward system. Civil organizations are responsible for the supervision and evaluation of the functional incentive. In the era of knowledge and information development, the civil service performance evaluation as an important component of the strategic management of the Organization.Under the framework of the strategic management of the civil service, performance evaluation, not only for individuals to provide feedback on their work, but also provide greater clarity for the target. Meanwhile, assessment efforts and the ability to make a more accurate assessment, and thus a more effective guide. Construction of a scientific system for assessing the performance of civil servants will help create a good interaction between government departments and civil servants, creating a mechanism for common development with the staff.Based on the performance evaluation system for the public sector in the Western comparative study, analysis of the Chinese civil servants appraisal system and their own characteristics and evolution course, then detailed summary of the current civil service system for assessing the performance of the causes of defects.This paper proposes the idea of a new performance appraisal system, drawing on the Western public and private sectors are using the advancedperformance management and strategic management tools The Balanced scorecard management ideas and methods, The combined implementation of the Balanced Scorecard method, the idea of a new performance appraisal system. The new system of performance indicators to assess system performance by the customer, internal business process, financial and the four dimensions of learning and growth indicators. Performance indicators from the strategic design, through every level and in close contact with civil service duties.
