Similarly to ISO9000, ISO14000 and OHSAS18000, SA8000 is formulated to allow a third-party certification body to audit and certify. The principle of SA 8000 tends to create a supply chain effect, not only being applied internally, but also being used as a tool to manage suppliers. As the first global business ethics standard, it aims to ensure that workers of the world are treated according to basic human rights principles. With the global implementation of SA8000, China will face much more pressures regardless other quality and environmental standards. International Standard Organization has constituted a specific panel to draft a scheme of CSR. With the renovation of protectionism and trade barrier form, western developed countries carry out SA8000 which aims at calling attention to physical and mental health and rights of laborers after introducing such non-tariff trade barriers as technological barrier, anti-dumping, etc..SA8000 standard of this study is the first systematic research. In addition to introduction and conclusion, the whole structure is divided into four parts. First of all, from a legal point, the author analyzes the legal nature of SA8000 and its sources of law. Secondly, from an economic point of view expounded the SA8000 standards and international trade relations and the implementation of SA8000 constitute barriers to trade the qualitative conclusions; Thirdly, with the viewpoint of System Theory, the author considers that it will be divided from the macro and micro aspects of our legal measures to deal with the SA8000 standard. On the macro level, we should establish the "Labor Standards Law". On the micro level, we ought to secure the specific labor rights; Finally, the author innovates the NPO Monitoring Model to deal with the problem.
