As an indispensable part of the whole civil servant framework, the salary system of civil servants plays a significant role in the allocation and incentive effects of human resources. The reasonable salary system of civil servant contributes greatly to attract high quality talents, stimulate the initiatives and creativity of civil servants, and improve the government efficiency. Therefore, governments always pay attention to the salary system of civil servants, and it also the issue that more scholars discussed.This paper is different from the papers written by most previous scholars. It has integrated three analytical methods: the literature analysis, the comparative analysis and the system analysis methods. Beginning at the institutional transition perspective, it has traced back the evolution of the salary system of civil servants.Based on it, this paper analyzes the evolution of a mechanism of the civil service pay system and the causes of successive changes in it. It is social and political changes in the economy led to the "relative value" changes. In addition, this paper also finds out that "path dependence" which made each issue of reform against the original amendment incomplete. The Author points out the old problems and deep-seated reasons of the current civil service pay system and problems of new system caused by the changes of "relative value" which is led by economic, social and political developments.Finally, this paper summarizes the current situation of China's civil service wage system. It has drawn some conclusions about five problems of it, including an unreasonable pay structure and Decision making of it, inconspicuous incentive, allowance system chaos, Welfare protection system's lagging. Founded on modern human resource theories and the relevant experience in western countries, it put up with the reform and improvement measures for China's civil service pay system in order to facilitate the improvement of the salary system and the work efficiency of departments of the government at all levels.
