Study On The Reform Of Official Car System In Zhaoqing City-Institutional Change Perspective

In 2014,the first year of C hina's comprehensive deepening reform,reforms have been included in the official a genda of the government.In the national "two sessions" in 2014,Premier Li Keqiang made the government work report proposed "to start the official car system reform." This means that C hina's official car reform will be fully launched after years of exploration,and then set off a new round of official car reform climax.Starting from the system itself to reform the system of public service vehicles,is the inevitable choice of rational government,also is a strategy which makes resource allocation more efficient.At this time node,on the basis of previous studies,this paper studies and explores the reform of the official car system in C hina,not only can provide reference for theoretical practice,but also has positive significance to promote the reform of official car system.Based on the theory of institutional change,this paper studies the reform of official car system in Zhaoqing C ity.The author collects relevant information of the reform of the official car system in Zhaoqing C ity,makes consideration and analysis of the existing reform policy from the view of the theory of institutional change,explores the existing problems of the official car system.This study adheres to problem oriented,using game theory as the analysis tool,and analyzes the various binding conditions of the reform of the official car system based on the existing problems.This study analyzes the causes of the problems in the five aspects of informal constraints,formal constraints,path dependence,transaction cost and system implementation,and puts forward the corresponding countermeasures and suggestions: strengthen the ideological education to break through the informal constraints;establish and improve the formal constraints to achieve incentives;innovation-driven development to break the path dependence;clear property rights control system changes in transaction costs;optimize the system design to enhance the implementation and supervision of the effect.
