The Research On Constructing Chinese Effective Government

In the course of Chinese economy transform, owing to change of the government ecological environment, government's traditional administration modes, administration theory and administration culture, etc., isn't consistent with social development and change, the government needs to go on reform and innovation and thinks over new Chinese characteristic administrating and governing modes in order to accelerate its effectiveness and society mutual act. And owing to several times government's administration reforms titled the theme "cut organs, however, the government's organs and staffs are not cut. Therefore many public administration scholars assume that the key of the government reform is transforming governing ability. And owing to some governing ideas such as "service", "effectiveness", "democracy", "law", "transparence" support the government reform, and are value tropism of public administration in the 21^st century, closely using these theory, this article advance the theory "Constructing Chinese effective government" and analyze and research this text.Part1, briefly introduce the change process of government's functions. Analyze the government functions change with the development of society, and briefly analyze the change course from unlimited government to limited government to effective government.Part2, bring forward the problem of China effective government and discuss its connotation. And point out the background of Chinese effective government, that is, change of administration ecological environment, transform of governing theory, and point out the theoretical base is Deng Xiaoping's theory and the Three Representative Important thought, some administrating reform thought from Marxism writers and some thought on guiding the reform and analyze the connotation of effective government.Part3, discuss the modes and characters of Chinese effective government. The modes of Chinese effective government are law government, serving government, transparency government, effective government and innovating government. According to the modes, analyze the characters of Chinese effective government are democracy and law, separate powers and authorization, integrity and much efficiency, efficiency and fairness.Part4, discuss the methods of constructing effective government. The methods are to speed up the change of government functions, carry on scientific decision-making, to lessen error of decision-making, to enhance the quality education of civil servant, and to strengthen the construction of electron government affairs.Part5, discuss the significance of constructing Chinese effective government.
