Investigations On The Absence Of Current Government Integrity And Corresponding Countermeasures

Integrity is a significant component of socialist core values. The current situation of social integrity is very severe in China. Many phenomena of serious discredit often occur in our life, such as the phenomenon of serious government discredit, the government of hiding out on the next bully, the enterprise production using inferior materials and turning out substandard goods, the business bluff and deceive, and so on. Strengthening the construction of social integrity and reconstructing the social credit system have become the consensus in the whole society. Government integrity is seen as the core of the social credit system. Thus, for the reconstruction of the social credit system, we must start with the construction of the good government integrity. Government integrity is represented through the sum of the administrations and their staff with respect to the concept of integrity, integrity standards, the principle of integrity, sincere behaviors and so on. It mainly includes the institutional integrity of government affairs, the program integrity and the effectiveness integrity. Government integrity is the entirety of all of relationships and phenomena in the field of government affairs.Based on defining the concept of government integrity and clarifying its related theories, the status and the reasons for the absence of current government integrity are firstly analyzed through real evidences. This thesis also summarizes main performances of the current government discredit. In addition, some countermeasures for strengthening the construction of government integrity are herein given, and provide references of countermeasures on some aspects, such as the implementation of the leading and controlling influence of the government integrity on the social integrity, the optimization of the social credit structure, the realization of deepening reforms in an all-round way, the realization of a comprehensive rule of law as well as the realization of build a completely well-off society.The thesis includes four chapters in total. The first chapter introduces the background and significance of this thesis, the domestic and foreign related works as well as ideas and methods of investigation. The second chapter describes the definition of government integrity and related concepts, and also demonstrates basic theories and the importance of government integrity. In the third chapter, the current situation of the absence of government integrity is investigated in detailed, and reasons of the government discredit are further interpreted. At last, some countermeasures for strengthening the construction of government integrity in China are proposed, such as the development of good values of government integrity in order to return to the truth, the improvement of the institution of government integrity in order to rebuild the rightness of government affairs and the strengthening of supervisory mechanism in order to remodel the government sincerity.
