The torture of China’s social in academic sector both at homeand abroad and the assessment data of Chinese social status showsthat the in present Chinese honesty crisis is serious and has spread tothe field of politic.For Chinese government plays a dominant role insocial development,government integrity construction plays anexemplary role in society integrity construction,we can say thatgovernment integrity is the source of the river of integrity.As thestrategic significance of government integrity construction keepsincreasing,government integrity research also prosperousincreasingly;however most of the existing research is literatureresearch and theoretical discussion,empirical and quantitativeanalysis is rare;ought to be and standardize research is accounted forthe vast majority of existing research, while reality research beingsparse with government integrity evaluation index system researcheven more sparse especially.In first stage,based on literature research and combines theexisting research results of government credibility at home andabroad through, this article’s center of gravity is placed onquantitative research.Through traceability of connotation of ancientand modern integrity, it is concluded in this paper that governmentintegrity is that the government perform social contract fairly andloyally,and it consists of government sincerity、behaviour integrityand performance integrity.In second stage, on the basis of theoryconstruction, this paper designs a preliminary semi-structuredinterview schedule, implements the interview research,and figures out the basic content government integrity evaluation systemshould contain in present Chinese through analyzing the content ofthe interview results, namely the respondents frequency analysis of avariety of keywords in the q&a. Due to the inherent deficiencies ofinterview research and interview’s sample size is small, to check theresult of interview research, based on the semi-structured interviewschedule this paper designs the survey questionnaire and conductsfill-in questionnaire survey. The results of interview research andquestionnaire survey survived consistency check,which confirms theaccuracy of interview research.Third stage bases on analysis of thefirst stage’s research results classifies the content of the governmentintegrity evaluation as four dimensions:government integrity will,government behavior integrity, government performance integrityand public trust,all of which will survive further quantitativeanalysis.In line with the four dimensions,this paper sets up a total of38indicators on the principle of overall, on which the enclosedquestionnaire bases.After the check of frequency index of everyindicators based in K-S normal distribution test, it cuts out sixindicators, formes the government integrity evaluation indicatorsonly after preliminary selection.Fourth stage determines the subjectof government integrity evaluation and data sources of it, and makesuse of the government integrity evaluation scale（Linkert-5）collectsscores of the importance of the government integrity evaluationindicators given by related experts and scholars, on this base uses theAHP analysis method and object analysis method to conductassignment of weight for every kinds of indicators. Eventually,inthis stage, forms the well-done government integrity evaluation index system.
