| The development of economy and social of China will enter a brand-new time in initial period of 21 st century; China's development needs a peace and stability peripheral environment, needs one sufficient, the stable international energy and the raw material supplied market, needs the broad international market to sell products. In initial period of the new century, China's foreign strategy must be for China's peaceful rise, implementing the strategic service, for making the contribution to maintain regional peace and stability.Iran is located in the north west of Asian, close to Persian Gulf and the Gulf of Oman in south. The Caspian Sea separates Iran and Russia and Kazakhstan in north. Iran has the important geographic strategy value and the widespread local influence, and has rich natural resource and humanities tourist resources, and it is one most important country of Islam world. Iran has important position in global strategy of any great nation over the world. In initial period of the 21st century, with fast economy development and under prominent new situation on the energy question day by day, China's strategy to the Iran becomes the important constituent of China's foreign strategy.The dissertation falls into five parts as follow:In part one, it reviewed three development stages which Sino-iranian relations experiences: The Barye Uygur dynasty time, the Khomeim time, in the Kazak plum the Iraqi time, and analyzed profoundly the domestic and foreign environment of both countries and present development situation of the relations between the two countries which locates in the different stage.In part two, it elaborated development of economy, politics, culture as well as the new foreign policy of China in initial period of the 21 st century, and pointed out strategy to Iran is the important constituent of china's foreign strategy.In part three, it elaborated the Iranian background which china should consider to the Iranian strategy, including development change of politics and economy of Iran, rich energy resources as well as the question and the diplomatic countermeasure which Iran faced with in its development.In part four, it elaborated primary coverage to China's Iranian strategy in detail in initial period of the 21st century China: that is take the deepened economic cooperation as foundation and take the energy cooperation as the key point, in order to realize both countries' economy mutual benefit; Through the expansion area of collaboration to keep development of both countries' trade in fast pace, to cultivate the new point of growth of the bilateral economic cooperation; To enhance both countries' contacts on the senior level and the political consultation, then strengthen the political mutual confidence and the consolidated traditional friendship; To enhance dialogue and the cooperation in local and international thing, and maintain various formats communication and the contact in various levels; To develop the cooperation diligently under the Shanghai Cooperative organization frame, in order to melt Iran nuclear question crisis in current; Launch humanities exchanges such as religion, traveling, film and television art, to impel the dialogue between both countries, and promote understanding and the trust of both countries' people unceasingly; To enhance cooperation in domain of opposition to terrorism and attack at separatist groups of both countries in order to prevent the Islam seep to northwest area of our country and maintain national security and stable of our country.In part five, it reached a conclusion. It pointed out china's Iranian strategy new complied to the trends in the world, with the sense of principle, the flexibility and the feasibility; Not only the implementation of strategic brings the huge economic efficiency and the interests to political security for China and Iran, but also it plays an important influence role in solution of hot topic of the Mid-east and the local development even world strategy balance.
