Many people know that our country has 960 square kilometers of land area, but they do not know that there are also 300 square kilometers of sea area surrounding China.During the APEC Summit, in October 2013, Xi Jinping suggests to construct The Maritime Silk Road and The Silk Road Economic Belt in the 21 st century.Throught the initiative of Marine Silk Road, and by means of exploitation of marine resources, marine economic cooperation and construction of new cities and ports, it will be possible to connect China and ASEAN, as well as the countries surrounding the Indian Ocean. This kind of measures can represent a new vector of development for all the countries listed above.The first chapter of the present paper presents the main idea of building The Maritime Silk Road in the 21 st century and the interrelationship with China’s maritime strategy, as one of the Great Ocean Powers.From the humanistic perspective,is difficult to formulate an interpretation of China’s Maritime Strategy, because the construction of The Maritime Silk Road should be based on building of community interests and on using the ocean as the launching and focus point.In the second chapter we present the impact of construction the Maritime Silk Road in 21 st century on the historical course and culture of the Chinese Ancient Silk Road.From the experience of the Sea Road Civilization we can draw lessons and learn how a country’s civilization can influence other civilizations or the whole world.We also can observe, how the commercial reforms can influence the domestic policy of a state, and at the same time how the external isolation can deeply affect a country’s scientific and technological progress.The third chapter discusses about the economic and cultural value of The Maritime Silk Road in the 21 st century and its impact on the current international economic situation and on the promotion of cultural communication.The Maritime Silk Road strategy has a big importance in realizing the great renewal of Chinese nation, in implementation of the Chinese Dream Policy, it contributes to China’s economic integration, political mutual trust and the involvement of regionalcommunities in the cultural evolution.The last chapter of the present research emphasizes the Maritime Silk Road strategy’s positive impact on the situation in the Western Pacific region and the slight effect of the “difficult situation of the Indian Ocean Region” on China’s development.Finally, the writer’s most concerned point is the relation between China, America and India in the context of new international arrangement of the great powers.
