As early as the founding of CCP, Chinese Communists have recognized the essentiality of rightly dealing with the religious problems. As representatives of earlier Chinese Communists, Chen Duxiu, Li Dazhao and Yun Daiying began to study religious problems with some effective policies. Before the founding of China, these policies were often attached to land and consolidated policies; from the founding of China to "institutional revolution", religious policies were mainly embodied in the concrete religious work and speeches of leaders; during the "institutional revolution", these policies were totally denied and the religious work was called off. In the new era, a series of administrative regulations have been gradually established. Some policy documents guiding the religious work have been enacted. The religious work has gradually stridden toward law. Freedom of faith-the principle of China's fundamental religious policy, has been sufficiently embodied in different periods. From the founding of China, on one hand, the CCP has convened a series of religious congresses, working out plenty of directions and enacting many policy documents, which expound on the religious policies of CCP and government. On the other hand, the country's religious policies are clarified in The Political Conference's Common Creed of CPRC, the several times amended constitution and religious regulations enacted by the related sections in charging of religious work..This paper tries to carry on a systematical comb on religious policies from before the founding of CCP till now, so as to clarify the progressive skeleton and complement the historic data which predecessors did not touch upon. Also the study of religious policies will be more thorough and complete, so it can offer references to enable our country to constitute effective and practical religious policies. The evolvement of China's religious policies is divided into five parts mainly on time sequence. The retrospection of CCP before founding of China, the earlier stage of China, the stage of a comprehensive construction of socialism, of and after "institutional revolution" as well as the years since 90s are all reviewed historically. On expounding on religious policies of different stages, it tries the best to use historic data to reproduce the real visage of history, and make dialectic evaluations on both positive and negative sides of religious policies. Lastly, it concludes the experience and lessons on CCP and government's treating of religious problems and constituting religious policies. Reflections and expectations are taken on how to do religious work well in the future.
