Research On Legal Guarantee Mechanism For Harmonious Development In Ethnic Community Of Hexi Area

During the transformation of social change has happened on the traditional nation, interest group, operation and organization in minority Ethnic community. Thus law is the most efficient institution to establish a guarantee mechanism of harmonious development by the way of consummating mechanism of interest protection.The harmonious development of Ethnic community in Hexi area, Gansu province requires a guarantee of motivation and mechanism. Law, as an institution of society control in the establishment of guarantee mechanism of harmonious development in Ethnic community of Hexi, area should be considered from two aspects as follows: The first is how to make the people for better participation in the community affairs by the way of the design of law system. The second is how to make this kind of motivation sustainableParticipation is to form a kind of control and creation by individual self-action, to provide more rights to community people in independent management by strengthening their go-aheadism and positive in the process of development and make them acclimatize themselves to the connatural environment and develop independently. Hence, their public opinion can be brought into play sufficiently and their psychological values come into being. This is the process of realization of internal motivation, of which the guideline is autonomy. Only autonomy can brought harmonious and sustainable development to nationality areas.Based on the analysis above we must focus on four aspects in the establishment of legal guarantee mechanism for harmonious development in nationality community of Hexi area: 1.Strengthening the participation in community affairs for better legal consciousness. 2. Introducing external impact for its development by consummating the self-determination rights through the autonomous law. 3. Building up the related regulations of autonomy law of villagers. 4. Respecting the local culture and law practice of nationalities tradition, of which the key is how to play the positive of autonomy.
