Economic Analyses Of Behavior Subjects In Village's Election

Contents: Village's election is one process that villagers, who are under the guidance of"Organization Law of Villager Committees" according to their own will, elect village cadres through voting. As a way to change the system of rural governance this election not only changes the traditional village cadres'appointment, but also gives chances to become village cadres for those villages who have high cultural level and the ability that can help people become rich and promotes rural economic development. At the same time the election lays the foundation for our higher-level elections. Villagers can cultivate their democratic consciousness and enhance the skill of democratic participation through election.However, election in the reality is not perfect. Some problems arising in election ,so that local government'leaders illegally interfere in the election ,strength of clansman and cliquism get involved in the election, Villagers are indifferent to participate in the election, influence fairness and impartiality of the election. Those problems also deviate from the original intention of our country to hold village's election and hinder the development of China's democratic progress. Although many scholars have make researches on this and recommend some corresponding policy .But they consider more from the legal and political point of view. They restrict to descript and summary the surface phenomena .Then on this basis, they make value judgments which maybe right or wrong whereas they never deep into the interior of problems which appear in village's election and never analyze its inherent,deep-rooted reasons. So there are many shortcomings in their research. Under the guidance of public choice which is base on the assumption that people are all economic man, this paper presents a mathematical model to deep into the interior of problems which appear in village's election and analyze the deep-rooted reasons why problems appear in village's election .Then on this basis, it make some constructive strategies to promote village's election orderly function. This paper is divided into three main parts and introduction. Introduction exposes the writing background of this paper, the main contents of the article, some sources of information and relevant research. Three main parts include Chapter II, Chapter III and IV.Chapter II analyzes primary participants in village's elections -- villagers, village cadre's candidates, leaders of local government respectively. According to characteristic of current Village's election in our country, this chapter explores motives of primary participants engaging in village's election and several strategies which will be taken by participants. Then this chapter analyzes benefits they receive and cost they pay in every strategy.Chapter III discusses that how the factors such as the degree of villagers'information control and the degree of high-level government's regard to village's election and so on influence strategies of primary participants -- villagers, village cadre's candidates, leaders of local government .Then this chapter analyzes how one participant's strategy effects the other two participants'strategies and the game between participants will produce what result will be?On the basis of first two chapters, writer in Chapter IV propose own unique view about the reason why many problems appear in village's election。Then writer make some constructive strategies to promote village's election orderly function and gives a bold prediction for the future of village's election.
