A Study On Getting Elected By Bribery In Chinese Village Party Committee Election From The Theory Of Public Choice

Village committee is important part of the grass-roots democracy. Since 1998, the enactment of the Oraganic Law of Village Committees has been being twenty years.After years of exploration and Practice,the village committee elections cultivate the majority of farmers'sense of democract and the rule of law and promote the development of rural collective economy.Meanwhile,the socialist political civization has been promoted big progress.However,in the development process,gradually emerging out of the village committee elections and advers effects of mangy negtive factors,a variety of illegal operations have occurred,including bribery which is the most common way.bribery seriously afrected the smooth development of village committee leection and undermine the rural grassroots democracy-building harmonious atmosphere.And much spreading,it will be worse than ever before.Therefore, the definition of briberry,to expose the nature of briberry,and on this basis,propose solutions to the problem of the columns briberry initiatives,has become the village commttiee election issues at stake.Based on public choice theory perspestive on the problems of China's village elections conducted in-depth discussion.In this paper,a literature review method,the authors in the writing process in reference to the village committee election-related legal doocuments,primary eletion systerm and other related literature,and to drow on other scholars on the issue of bribery related to theoretical results.In addition,the methodology of public choice theory is the text of the main theoretial support,that methodolaogical individualism,economic man assumptions,economics exchange mode,and three,respectively,from a methodological point of view by the analysis of the candidates,the clan forces,villagers and other candinadates of the main and Two factors contributed to the electoral rules of the reasons for the formation of the phenomenon of vote-buying analysis.This thesis also uses a case analysis,the thery with practice,with a large number of cases to define the concept of cote-buying is more elear. Finally,according to the bribery of public choice theory analysis of the causes of the outcome of the proposed means of educational and legal thinking.On the other hand,election participants should etrengthen ideological education of the leading measures.And point of view and fron the electoral rules,that it should adjust the existing laws,expansion of monitoring network,increase the punishment for acts of bribery,vote-buying costs and other means to improve.
