This paper which has four parts tries to analyze and prove that"Direct Election"is a key gap to reform of township government in China.Part one tries to comb and analyze the history of changes of township government in China, and explain the concrete meaning of township government reform. Especially, it cards five stages of the reform after The Third Plenary Session of the Eleventh Central Committee, and also analyze four reasons for causing reform of township government, such as sudden appearance of agriculture, countryside and peasants; financial crisis in villages and towns; bloated organization and slow efficiency; oppressive administration system.Part two focuses on illustrating a new turn reform and evaluating its pros and cons, merits and faults. Specifically, it comments on the reform design of township government in Xianning Hubei province, and searches for the true problem which is political institution design.Part three tries to illustrate history and background of the traditional personnel system and political system, and look for their advantages and disadvantages. It thinks that the true key problems are confusion of party and administration, unbalance of power and responsibility in political system and the style of appointment in personnel system.Part four is in an effort to show the practical effect in"Direct Election", and argue its theoretic and practical significance. In conclusion,"Direct Election"is not only the key gap to traditional political and personnel system, but also to township government.
