In 2006, the Chinese government decided to abolish the agricultural tax, the policy of serve the people is implemented practically, and the burden of farmers is reduced effectively, which results the financial resources of the township government available reduced, and even unable to meet the needs of the grass-roots level. Civil servant of township is working in the first line of the grass-roots level, their thoughts and style of work impact on vast rural areas of china directly and also relate to the relationship between the party and the masses directly. Therefore, we must make a determined effort to strengthen personnel management of the township in order to adapt to the construction of the new rural. Since ancient times, personnel power as well as financial power are important in government departments, which are the focus scholars and experts have been on, and they are aslo the emphasis and difficulty in reform of township. However, as a result of the special position of the township government, the issue of human resources management in china's township government is needed to be further study.This paper is divided into four parts to describe the problem:Part I: Interpretation of the basic conceptsThis part is mainly to study and expound the contents of this article, in order to do a good job paving the way to start the paper. First of all, This part elaborates the concept of township government and personnel management. On this basis, it analysis the effect that the personnel management in the township to play a better role.Part II: Interpretation of the status and problems of personnel management in China's township governmentIn personnel management, the concept of township government is old, and it still accustomed to the past management, which the style is"seven-station eight-place", and it is not acquainted with market economy and economic development in rural areas profoundly, and it doesn't have sufficient knowledge of The Civil Service Law, so the ability of the scientific management, management in accordance with the law, and democratic management is deficient, and the methods which they use are simple. The main of this part analyzes the current situation of development and the existent problems of personnel management in China's township government, in particular,and points out the new issues that faced by the personnel management after the abolition of agricultural tax: the function of the township is contracting, some staff became surplus; the finances of township change to be difficult, which is difficult to ensure the wages of staff; the job category of staff in township changes from mainly by control to by serve. These issues must be resolved in the township government, if it isn't resolved, the construction of the new township government will not proceed.Part III: Analysis of the causes of personnel management in China's township governmentThis article is to study how to reform the personnel system of township, and strengthen personnel management, in order to facilitate the reform of township government institutions. In order to find better ways to solve the problem, we must find the cause of the problem first. The reform of personnel management in township government is very difficult, which including the reasons for both external and internal reasons, and both higher levels of government and the rural areas. This part mainly finds the reasons from it's own of township government, which includes the following: The especial region and status of township government; The lack of personnel power; The complexity of staff's source; The reduction of financial power; as well as the lag of incentive mechanism and the construction of administrative ecological environment and administrative culture and so on.Part IV: The measures and methods of improving the personnel management in the township governmentThis is the focus and the core of this paper. Mainly based on the analysis of the causes in the personnel management, it indicates a few measures and methods. First, "the entrance" of civil servant in township government must be strict, and the talented person must be configured scientificly. If the personnel management in township government want to produce the good results, it must solve the problem at its source first, When holding the entrance of civil servant in township government, we must deploy the talented person scientificly and legitimately according to each person's age, knowledge and experience, doing our best to reach the"every person could receive the appropriate position."Second, We must strengthen the construction of the leadership organized group in township government, and perfect the system of leadership about the selection and appraisal. The construction of the leadership organized group in township government is good or bad, which is related to the entire personnel management system is good or bad directly. Only the building of the leading body is ordered and united,so that can it play a " Bellwether" to "First wild goose" role.Third, We must strengthen the training of staffs in the township government, and improve the overall quality of civil servants in the township government vigorously. The training of cadres in the township government must break the past models that include single contents and outdated methods. We must improve the mode of training constantly, and form the training mechanism, so that the overall quality of the cadres in the township government in a marked improvement.Fourth, We must optimize the "export" of civil servants in the township government, and resettle the dismissed staff reasonable. While grasping the "Entrance" of civil servants in township government, we must optimize their "Export",and improve some issues such as the resignation and the retirement of the staff in the township government. Particularly, We must solve the problems of the out way, the trace, and the benefits shoule be compensated, so and so soly, the reform of personnel management in the township government can be carried out steadily.Fifth, In the personnel management, We should give prominence to The mechanism of incentive and competition. In the personnel management of township government, the perfection of incentive and competitive mechanism constantly can solve the "overstaffing" issue effectively, which aslo make the efficient person get a better position and the trashy person receive the punishment, in order to unleash the enthusiasm and creativity of every cadres full.Sixth, We must reforge the administrative environment of township government, in order to create favorable conditions for the growth of talent. We aslo should establish the idea of people-oriented, and create a better work environment for the healthy growth of civil servants in the township government,as well as care for and support the individual development of township cadres, so as to supply a favorable external environment for the management and development of talent.Finally, this paper obtains the conclusion: so as to change the township government from the control-oriented government to a service-oriented government, the reform of the existing personnel system is imperative.
