A community is a constellation of people who live in a particular area, share a common lifestyle and have a sense of belonging. Due to historical reasons, average Chinese people were not exposed to the concept of community until the mid-1980s. However, ongoing reform and opening-up efforts and the ever-deepening modernization agenda have made community management increasingly important in big cities. Starting from 1996, Shanghai has made great progress in community development and management. In carrying out the reform of"two levels of governments and three levels of administration", the Municipality has made proper community management possible by defining a community as a sub-district and thus authorizing sub-district level administrative organizations to administrate community affairs, implement relevant policies and provide necessary services. This arrangement has contributed significantly to Shanghai's economic and social development However, continuous economic and social development now calls for improvements and updates of this arrangement.This paper describes the state of Shanghai's community management, analyzes problems and underlying causes, and proposes measures for improvement. Based on in-depth review of community management theories, institutions and arrangements, this paper presents a comprehensive community management framework tailor-made for Shanghai, one that encompasses not only guiding strategies, but also specific targets and measures. In addition, the paper further explores the importance of community management to economic development and social stability. The basic conclusion of this paper is that community management must be enhanced. To this end, the role of the government should be redefined, the participation of ordinary citizens in community management encouraged, resources consolidated, and the leadership of the Communist Party of China highlighted. This paper also points out that given the complexity of community management and the lack of a panacea, only when we continue to work in a practical and down-to-earth manner can we lock in place a management approach that is in line with our stage of economic, social and urban development. These conclusions are intended to be helpful to Shanghai's community management.
