As a basic component of modern city life, urban community is also a fundamental unit and vital carrier of social regulation. With the deepening of the opening and reform, China has entered a stage of increasing transformation, which results in unprecedented profound changes in the form of urban social structures. Specifically, there have been many drawbacks in the traditional "unit system" and "community system" during social regulation. This is also accompanied with the community-oriented social problems. Since the1990s, some experience and achievements have been made in the construction of domestic communities. Typical patterns has been formed in representative cities like Shanghai, Shenyang, Beijing, Wuhan and other cities. Nevertheless, due to the late start in exploring the theories and practice in community regulation, currently there are still a number of issues demanding solution. Hence a better facilitation of the sustainable, healthy and scientific development in urban community course.On the basis of the thought involving issue-raising, issue-analysis and issue-solving, this paper starts with a description about the status quo of urban community regulation from both home and abroad. By a comparative analysis, it points out the weaknesses of domestic city governance in role positioning, collaborative governance and security mechanism. They are mainly reflected in aspects like serious administration, unilateral governance, insufficient participation from residents, and the low-quality community worker team. Then the paper forges with a deeper analysis of the reasons underlying these issues. In terms of the major factors, objective causes are concerned with the economic shunt and social stratum polarization. The subjective causes involves lack of awareness, over-interference from governments, incomplete law system, functional mistaking position, inadequate cultivation as well as absence of civil society organizations. This paper concludes with a series of suggestions to improve domestic urban community regulation. These suggestions are made from the perspective of improving the institutional norm in community regulation, an establishment in collaborative governance and the strengthening of regulation security mechanism. Specific solutions include improving policies and regulations, standardizing the government’s behavior, intensifying citizen participation, nurturing and developing social organizations, promoting the quality of community worker team and some other aspects.Overall, this paper seeks to put forward focused, operational and forward-looking suggestions by a systematic analysis of the issues and problems in domestic urban community governance based on the integration of existing national and international theory and practical experience.
