Problems And Solutions Of Community Correction In Dalian

The "decision of some important issues about comprehensive reform", Rule No.34, in the18th "San Zhong" conference has proposed that "abort the system of reeducation through labor, improve the penalty for criminal, and complete community correction". The community correction, which is a socialized penalty execution, has been comforted to the tendency of civilization of penal system, and is in accordance with the requirement of "justice tempered with mercy" in penal policy. The community correction has promising perspective and strong vitality in a context of promoting construction of rule of law and deepening reform of the judicial system. It will make great contribution to the fairness and stability of social and the judicial protection of human rights.China started community correction pilot project in2003and Dalian is one of the second cities for community correction. The Dalian government has made great progress in the work of community correction in10years’exploration and endeavor, and other cities has benefitted from the work of community correction in Dalian. However, there is still imperfection and non-standardization in the management of community correction, which has weaken the positive effect of community correction.This paper studied how to improve the work of community correction by literature review, comparative analysis, and experimental analysis. First, the author stated the background and objective of the study, defined key concept, and introduced achievement of community correction domestic and overseas. Then the author analyzed the current progress of community correction in Dalian, pointed out some major issues in perception, management system, team construction, and correction measures, and analyzed the reason for those issues. In addition, the author proposed the community correction plan which is suitable to Dalian by perception, system, and management from the experience of community correction domestic and overseas, and reported feasibility of his plan. Finally, the author proposed detailed countermeasure and suggestion regarding improvement of community correction, which could be a significant reference for community correction work in Dalian.
