As an important part of the overall public opinion, Cyberspace public opinion has become a force that can not be ignored gradually shows its irreplaceable role in society. Network spread way has become an important public platform for Chinese public opinion, public affairs discussing, and economic social and political life participating, also for supervision. Recent years particularly, all levels leadership and central government have attached high importance to the Cyberspace public opinion, the government has also set up the technical institutes collecting and reaching Internet opinion and information. A series of events related to Cyberspace public opinion recently shows that, it has great impact to our Chinese government administration way, this impact directly reflected in the behavior change.First section of the discourse starts from the Internet media and consensus. Introduce the form of Internet media and developing course of Chinese internet media, also shows Internet's main features– celerity, pluralism, great capacity and interactive by analysis of Cyberspace public opinion process.Second part comes up with the root of Chinese Cyberspace public opinion, investigating and demonstrating its celerity, pluralism, great capacity and interactive features seperatedly.Third one is mainly about the evaluation of such impact. Evaluate the advantages of administrative communication, through analysis of main shortages of current administration communication. Evaluate the effects of public policy, through China current network of public opinion expressed by the actual decision-making role and significance.The fourth section advances countermeasure and suggestion for government's response influence by network. Given four measures and six proposals.
