| With the raising coverage of public expressing opinion and the advancement of democratic consciousness, the demand of social public on the right of information, participation, expression and supervision is getting louder, which leads to people's massive involvement in political and social life. Although the constitution grants citizen the power to participate in state political life, the implementation of right not only requires the corresponding guarantee system, but also demands technical methods supports. The Internet provide a powerful technical support for public expression based on interaction characteristics of it, which not only provides a joining platform for social public, but also offers the opportunity of "awareness" and right of "say". It is observed that making public government affairs are further promoted by external force rather than intrinsic motivation. If without network exposure, social problem would never draw much attention of social public in short time, especially for the public emergencies in recent years. Thus, public opinion on the net will be playing an increasing important role in supervising the government's actions along with the media.This article studies focusing on the influence of network public opinion on governmental affairs open, the main research contents are summarized as follows.Firstly, study on the channels of public expressing opinion and the openness of government affairs.After a comparative analysis on the advantages and disadvantages of all sorts of channels via summarized and concluded the channels of public expressing opinion and the openness of government affairs, this paper proposes more generally recognized channel of public expressing opinion and the openness of government affairs for the public and the government. It holds the view that the government should increase types and quantity of expression channels and extend its opening hours, as well as establish extensive social dialogue and consultation mechanism. At the same time, the government should make full use of the swiftness, convenience and interaction of Internet and other high technologies and turn them to new channels to express demands for different social organization and citizens. Secondly, study the model on the governmental affairs openness following the promptings of public demands.This paper investigates the dynamic process of governmental affairs openness under the online public opinion impetus after analyzing of public and government action, builds the openness of government affairs models with learning effects, without learning effects based on learning effects, and the model of the governmental affairs openness following the promptings of network public opinion, then obtains the optimal combination strategies of governmental affairs openness.The third part is an empirical research of the network public opinion impact on the information openness of government affairs.In this part, the author introduces the "hide and seek", "Yujiao Deng" and "Shanghai angling law enforcement" hot events in 2009, builds cointegration test and error correction model through collecting the social public comments on network, and uses the empirical method to analyze the influence that network public opinion on the openness of government affairs.The strategies and methods of governmental affairs open following public desires base on the network are proposed in the forth part.Based on the study of the previous chapters, this article makes corresponding suggestions and strategies for government from the aspects of strengthening the awareness of making government affairs openness, improving supervisory mechanism, constructing diversify channels of the public expressing opinion and information openness of government affairs and guiding public opinion reasonably.This paper is expected to provide some references for the government to guide the network public opinion, accomplish the positive interaction between the government and the public and the construction of harmonious society.
