The Research On Performance Appraisal And Target System In Village's Governance

Building socialist new village is made in the new period as a major policy, concerning the overall situation of our country's economy and social development, by Chinese Party Central Committee with comrade Hu Jintao as the general secretary. It is a major historic task in the process of building a well-off society in an all-round way and realizing the modernization. After the 5th Plenary Session of the 16th Party Central Committee of the Chinese Communist Party presented the historic task of building socialist new village formally in October, 2005, it was positively responded and advanced with steady steps all over the country. The building of new village, with abundant content, much difficulties and heavy tasks, demands the long-term laborious effort from the whole society. As the organizations at the most primary level in China's villages, the village organizations, with CPC branch at their cores, unite and lead farmers to implement heavy tasks with various demand of new village. Therefore, the building and management capability of organizations at village level substantively concerns the overall advance of building new socialist village, which is of certain vital significance. However, the differences of economic base and natural conditions in different regions lead to the differences in management level in villages all over the country. How to evaluate the performance of village's governance accurately and effectively and improve the management capability of village's governance all over the country to provide support for the building of new village will be an important research subject.At present, the appraisal of village's governance in our country is mainly in the areas as descriptive qualifier, countermeasure presentation, etc. There isn't a series of practical appraisal and target system for village's governance. We are lack of the practical guidance of village's governance. To comprehensively and correctly evaluate the performance of village's governance, we must choose many performance appraisal targets and form a complete target system. The scientific target system will evaluate the different aspects of performance of village's governance and cover all the areas with certain focus. The author believes that performance of village's governance shall be appraised appropriately to improve the management capability of village's governance. This article, from the viewpoint of improving performance of village's governance, attempts to present a series of focused appraisal and target system to exanimate and evaluate the performance of village's governance and urge them to find out the gaps and major problems and constantly improve themselves, thus to improve the management capability of village's governance and improve primary organizations'capability to build socialist new village, which is the attempt and target of this research.This article includes 5 parts.The first part is an introduction about the research background, summary, research content and research considerations, etc.The second part is the theory analysis concerning the theory research of village's governance and target system.The third part is the text. The appraisal system of village's governance is set on the base of large amount of related documents through interview with experts according to practice and experience. We use analytical hierarchy process to calculate the weighting of appraisal and target to set the appraisal and target system of village's governance.The fourth part is the data analysis. We take 15 administrative villages in Jiading district of Shanghai as an example and use the appraisal and target system of village's governance to conduct analysis and appraisal to find out problems and gaps and bring forward suggestions.The fifth part is conclusion and prospect. The part concludes this article's main content and innovation. It also notifies shortcomings in this article and gives prospects for further research.
