In recent years, People’s Courts of all levels have been enhancing the construction bothin the staff ability and the manage rules, increasing the implementation and innovations;which make the people’s courts more and more scientific, standardized.Under the guidance of the overall planning of the Supreme People’s Court theperformance-appraisal procedure that“the scientific of the target system construct, theprocedure of the performance-appraisal, the centralizing of the target program”has been builtup and accomplished in the manage works of the courts at every single level and district. Allthe above efforts provide necessary experience to reference for us to explore the court’s staffperformance-appraisal system. The combination of the modern performance-appraisal theoryand the experience of exploring the court staff performance-appraisal becomes the proper anduseful starting point of this dissertation.In this paper, the author carries out the research for the performance-appraisal system ofthe Court under the principle of“theory compared with actual”. The author tries to integratethe Principles of Management that“the performance-appraisal”and“theperformance-appraisal process designing”with the actual court’s management status. In thefirst chapter of this paper, it mainly discusses the status and trends of domestic andinternational research, literature review, thesis research, research methods. The secondchapter is an overview of the performance-appraisal; this section introduces the theory ofperformance, including the concept of performance, and purpose of the concept ofperformance-appraisal of the performance-appraisal system processes. The third chapter is anoverview of the performance-appraisal of the Court, including the status ofperformance-appraisal of the court to establish the significance of the performance-appraisalsystem to improve the people’s court, and H District People’s Court, for example, indicatingthat the performance-appraisal of the current situation and existing problems. Chapter four isthe design of the performance-appraisal system of H District People’s Court, which is the keyof this dissertation. This chapter introduces the guiding ideology and the designing principlesof the court performance-appraisal first, and then analyzes the design ideas. Beginning withinvestigation and interview, choosing the proper evaluating technology, the author carries outthe performance-appraisal target system design, performance-appraisal procedure design andthe multi-application of the result of the performance-appraisal. The fifth chapter is asummary and outlook section, the author summarizes the strength and weakness of this paper. Being a primary court staff, in conjunction with my superficial understanding of theCourt’s performance-appraisal, I have done some research on the performance-appraisalsystem of grassroots court, and I hope that the conclusions of the paper can supply someinspiration for the People’s Court to evaluate staff scientifically, objectively and reasonably.
