Performance appraisal system is the foundation of performance management and an important part of human resource management.For a long time,rural development is relatively backward.Village cadres,especially the “top leaders of the village party branch and the village committee” are the “leaders” and “practitioners” of China’s rural reform,whose work ability and quality level directly affects the process of building a new socialist countryside.In recent years,L county has introduced the concept of performance management to evaluate the performance of the top leaders of the village party branch and the village committee.However,in practice,there are still problems.This thesis aims to analyze the problems existing in the performance appraisal system of the top leaders of the village party branch and the village committee in L County and put forward the optimization plan to improve the management level on the personnel mentioned above for promoting the development of county economy.This thesis studies the top leaders of the village party branch and the village committee in L County of Tangshan City as research object.First,the research background and significance,research status,research ideas,research content and methods are described.By consulting the archives and analyzing the current documents,the thesis defines the related concepts of village,top leaders of the village party branch and the village committee,performance,performance appraisal system and summarizes the system,content,process and method of performance appraisal and relevant theories to provide a theoretical basis for this thesis.On the former basis,through visiting and interviewing township cadres and village cadres,issuing questionnaires and other means,combining with literature research and questionnaire results,from four aspects of performance appraisal system design,implementation process,score and feedback,it is found that in the current performance appraisal system of L county,there are problems such as the performance appraisal institutions are not imperfect,the focus of the work of the top leaders of the village party branch and the village committee is not clear,the degree of participation of village cadres is not high,the setting of assessment items is not comprehensive,the system training is lacking and other problems.After all these,the reasons are analyzed.Through the analysis of problems,the thesis puts forward five optimization suggestions,including improving the performance appraisal organization,perfecting the performance appraisal index system,implementing performance feedback,strengthening the application of performance appraisal results,and unblocking the channels of performance appeal.At the same time,combined with the rural revitalization strategy,through the analysis and comparison of the importance of the work functions for the top leaders of the village party branch and the village committee,the thesis constructs the performance evaluation index system of these people in L county with describing the content of each index in detail and uses AHP and group decision method to determine the weight of each index.Finally,in order to ensure the smooth implementation of the performance appraisal system,the thesis proposes the establishment of a county-township two-level training system,the improvement of the "Bi-directional Commitment,Archives,Debriefing and Evaluation" mechanism,and the implementation of the "One Goal and Three Motivations" incentive guarantee mechanism and other supporting measures.
