| On the 19th National Congress of the Communist Party,the Rural Revitalization Strategy was proposed to implement,which adhere to the priority development of agriculture and rural areas.In the context of the end of the nationwide poverty alleviation,the focus of the work on agriculture,rural areas and farmers has changed.How to consolidate the results of poverty alleviation and the effective connection of rural revitalization is the focus of the development of rural areas.Continuing to do a good job in selecting and assigning the first secretary in the village is an effective means to deal with this problem.Since the central government proposed to implement the work of the first secretary in the village,Heilongjiang Province has responded to the call and actively implemented the system of the first secretary in the village.The first secretary in each village has made outstanding contributions to local targeted poverty alleviation,rural governance,grass-roots party construction and people’s livelihood services.In order to ensure that the first secretary in the village can play a key role in his post,performance appraisal is an effective means to encourage and restrict the first secretary’s behavior.However,due to the different development of rural areas in China,it is difficult to form a unified standard for the performance appraisal of the first secretary in the village,so each region often carries out the appraisal of the first secretary in combination with its own reality.S District of Harbin City in Heilongjiang Province,in the performance appraisal of the first secretary in the village,it is difficult to make use of performance appraisal by adopting the overall comprehensive evaluation method,which is not conducive to the long-term play of the role of the first secretary.Performance appraisal is a performance management work affected by many factors such as organizational structure and post setting.How to improve the performance appraisal of the first Secretary of S district quickly and effectively within the current organizational framework is a topic worthy of attention.This paper focuses on the performance appraisal of the first Secretary of S district,Harbin City,Heilongjiang Province.Methods such as literature research,empirical research,questionnaire survey and fuzzy comprehensive analysis are used.First,the first Secretary of S district and its performance appraisal status are described,and the problems existing in the performance appraisal of the first Secretary of S district are analyzed.Second,in view of the imperfect performance evaluation index of the first Secretary of S district,the paper constructs the performance evaluation index system,uses Delphi method to clarify the content of the evaluation index,and uses AHP to determine the weight of each index.Thirdly,taking the first Secretary of S district as the empirical research object,this paper studies the performance evaluation model based on fuzzy analytic hierarchy process,and realizes the practical application of the performance evaluation of the first Secretary of S district.Fourth,in view of other problems existing in the performance appraisal of the first Secretary of S district in the village,this paper puts forward some suggestions for improvement.Through the research of this paper,it is expected to provide reference for the improvement of the performance appraisal of the first secretary in S district and other similar areas. |
