The overall planning of both rural and urban development is a major strategic decision that the CPC Central Committee has made from the high perspective of the overall situation of national economy and social development. While making this decision, the committee scientifically followed the general law of the modernized development of various countries in the world, thoroughly summed up the experience and lessons of our Party handling the relationship between rural and urban areas since the foundation of the People's Republic of China in 1949 especially the reform and opening to the outside world in 1978, and referred to the characteristics and outstanding conflicts of the economic and social development at present. The essence lies in establishing the market economy system conducive to changing the dual structure of both rural and urban areas so as to achieve the harmonious development in which the urban area may trigger the rural area, the industry may promote the agriculture and the rural and urban areas may form a whole body. For this purpose, we must regard rural and urban areas, agriculture and industry, and farmers and citizens as a whole, and take them into comprehensive consideration by bringing them into the overall planning of the economic and social development. In addition, we must comprehensively study and solve the problems existing in and the mutual relationship between the economic and social developments of both urban and rural areas. As one of the mainstays for the modern market economy system, social security system plays a very important fundamental role in promoting the overall development of both rural and urban areas. Beginning with the study on the relevant theories of the overall planning of social security system both in rural and urban areas, this thesis first makes an objective evaluation of the actuality of the overall planning of social security system both in rural and urban areas through the tools of system engineering, pointing out that the social security system at present in China is obviously characterized by the duality of both rural and urban areas. The social security systems of both rural and urban areas assume an obvious pagoda-like structure and non-outstanding tendency of flat structure. Lack of a certain number of effective joints between the two systems leads to not sufficiently smooth linking mechanism between the two systems and an obvious game relationship between the social security systems of both rural and urban areas. Next, this thesis makes an objective analysis of the three factors that restrict the overall development of the social security systems of both rural and urban areas in China at present on the basis of systematic study, namely restrictions of concept, financial resources and institution. In addition, this thesis points out the negative effect of the actuality of the dual division of the social security systems and the necessity of reforming it. Finally, this thesis puts forward some countermeasures and suggestions to respectively improve the social security system of the farming population of rural area, the social security system of non-farming population of rural area and the rural and urban social security linking mechanism on the basis of the above analysis and the concrete classification of the social security engineering and by reference from the successful experience and practices in some areas of China at present, in the hope of providing some referable solutions to the areas that are vigorously constructing the rural and urban overall social security systems.
