Drawbacks In Anti-corrupt Policies And Optimization Of Anti-corrupt System

Anti-corruption is an important public policy of our nation. Since the establishment of PRC, the CPC and our government have promulgated many ordinances, decrees and laws to control corruption. Nowadays ,the corrupt phenomena haven't been curbed effectively, and those policies are still under many suspicions. This essay starts with the present situation of fighting against the corruption in Suzhou area, defines corruption, points out the essence of anti-corruption policies, and sets concrete figures and examples to analysis the corrupt phenomena, finds out the close relations between regular problems and the anti-corruption policies from both the nation and Suzhou district. Suzhou's anti-corruption policy with its characteristics is the miniature of that of the nation. Nowadays, two aspects of disadvantages exit in anti-corruption policies in Suzhou: As for the contents, punitive policy is lack of seriousness, the strength in enforcing the arm of the law and punishing by the law has to be improved. Lose precautions, low feasibility, no supervising system or assessment index. It is hard to ensure the effectiveness of the anti-corruption policies. Seen from the whole anti-corrupt policy, the policies can not be well implemented if there is no scientific mode or some scientific measures to follow, for if so, the anti-corrupt policies lack of connections ---they would not be systematic.The formulation of public policies is effected by many factors, such as political backgrounds, economical development, historical traditions, and regional cultures, etc. There are some reasons of the aforesaid disadvantages of the anti-corruption policies. In a general view, the imperfect of democratic politic and the influence of the traditional power cultural are the main factors leading the restriction of the effectiveness of the implementation of the policies. To the point of policy system, the anti-corrupt policy is dependent and somewhat backward. The main routine, guiding principles and policies of CPC's leadership is that they should be independence rather than the interference and direct decision to the judicial affairs. However, in reality, it depends on the settlement of CPC's work and the attitude of the new leaders. Meanwhile, the social transformation impairs the ability of prevision; the policy formulation is slower than corrupt individuals.To root out the foresaid problems, we should in general propose some improving suggestions according to the nature and theory of anti-corruption policies and refer to the reality of anti-corruption situations in Suzhou. We should make the policies more scientific. Something in detail, perfecting the information system, offering more opportunities of discovery of the corrupt phenomena, emphasizing on inquiring system. What's more, the policies should have a scientific preposition. Moreover, there must be a reliable policy agent to clean the policy decision system, to comb the execution system, in order to make sure of the justice and the effectiveness. Considering the differences exist in the process of anti-corruption and honest-encouragement, I suggest that we should allow some districts, which are well-developed both in economy and social development( such as Suzhou) to do some renovation and construction in system previously according to the law. And we can develop some so-called"Anti-corrupt special zone".
