Study On Effect And Optimization Measures Of Anti-corruption Policy In Current China

With the increasing enforcement of anti-corruption policy,the remarkable achievements of our anti-corruption win support from all walks of life.Since the eighteenth congress of Chinese Communist,our China speeds up to investigate,devotes greater efforts and establish a sound series of laws and regulations to punish corruption,which controlled the spread of corrupt situation to a great extent.From the perspect of policy purpose,China already achieved basic goals by strictly scientific prevention and uninterrupted punishment.Analysis from the essence,the goal of public policy is consistent with political purpose.On the surface,the formulation and implementation of public policy aims to solve the problem of specific public and maintain social public order.In fact,public policy is the face of public power operation in some sense,that means the regime operating realized by a series of policies enacted.From this perspec,the anti-corruption policy is not only aims to solve the problem itself,but also pay attention to protect the power runs.Usually,the efficient and effective political power needs at least two basic conditions:honest and diligent."diligent administration"without "incorrupt government" is meaningless,incorrupt government without diligent administration is chaotic and inefficiency,they are indispensable to each other.From a practical observation analysis,local party and government organs at all levels understanding policy different resulted deviation of policy implementation during the process of China's current anti-corruption policy execution,that's the reason of "corruption still" in reality.At the same time,stressed the goal of "incorrupt government" only,but lacked proper scientific supporting policies lead to a hiatus.In a manner of speaking,diligent administration without incorrupt government cannot promote the ruling party's effective operation.In other words,combined the both two can achieve the goal of curbing corruption and promote the orderly atomsphere.Combined policy goals with social long-term stability is meaningful.The paper follows that thinking path and learns from 3 theories:"Level Target System" by Simon,"Government's Failure" by Buchanan and "Public Analysis Theory" by Quaid.By defining the corruption as a public policy problem and sorting out the previous anti-corruption policies,the paper make a conclusion from analyzing and summarizing the achievements in Chinese present anti-corruption policies enforcing:our achievements in anti-corruption policy enforcing were observably,but it needs to be further optimized for environmental and deficient impacting.The formulation and implementation of anti-corruption policy remains to be further optimized,to maintain the existing incorrupt government and protect the diligent administration.The paper analyzed anti-corruption policy optimizing from the aspect of theory.It thinks that the essence of the policy optimizing is a process of redecision,therefore,purposes,conditions and contents need to be focused correctly.In final part,the paper puts forward incentive compatibility mechanism,external environmental optimization,executive ability improving and information feedback mechanism constructing as suggestions.
