Country Community Grid Management Application Research

Along with 2008 Beijing Olympic approaching and security incidents' high frequency, people attach much importance to public security in community. Based on the related theories about community grid management this dissertation makes the following analysis and research:This text analyzes the innovative functions, application essence and superiority of grid management and found a base for exploring application of grid management in emergency management.This dissertation did community grid management questionnaire investigation for Hujiayuan community in Dongzhimen Street, Dongcheng District and concluded that at the moment this new mode was mainly a kind of regular and static management. But there is still certain difference approaching people's anticipation in public security, emergency management and construction of emergency-education cultivation system for residents. So this text tries to adapt grid management to emergency management and realize quick positioning for firing spot and fire fighting resources.This dissertation analyzed present fire fighting situation of Dongcheng District and thought that there were some problems: insufficiency of fire fighting force, weakness of basic facilities, short of fire fighting consciousness and ability. This article also proved the feasibility of new mode's transition to fire fighting system from technique, economy, and organization aspects. About specific construction system of fire fighting emergency this dissertation suggested establishing a community fire fighting service center per square kilometer and brought up a five-grade system: district-street-service center-community-urban grid. Article also built double-axis management including professional fire brigade and service center in order to realize urgent and regular management's combination. In the meanwhile dissertation addressed solving methods for collection of construction capital, criterion of space data and renovation of data base.
