In recent years, deeply changes have happened in Chinese retail industry. More and more large-scale supermarkets with functional diversity and extravagancy have attracted millions of customers and had an important effect on the prosperousness of native market. Fire-fighting plans have been made in the development of most those supermarkets, but which are not sufficient in Scientificalness and reason because of insufficient coordination with fire-fighting departments. It is an important promise to the timely, quickly and normal emergency handling to Minimize cost and danger also to the safety of human beings and property that Optimal design of fire-fighting process in Large-scale supermarket and building fire-fighting plans under the guide of fire-fighting department.This paper takes a Fire control detachment and a large-scale supermarket in its area for example, analyses its current fire-fighting flow, finds out its critical questions, uses knowledge about system theory and BPR, takes the whole fire-fighting scene as a core, takes the minimized fire cost under the minimized fire-fighting cost as the goal, and makes out an integrated optimal fir-fighting plan using Visio. Paper takes a deep research on the fire emergency in supermarkets and its effective fir-fighting flow, and can be looked as an example to the fire-fighting flow's optimal designing.Paper mainly embodies application innovative of current management theory. During the process of fire-fighting's optimal design using BPR theory, paper proposes goals of optimal design, action dividing and optimal theory fitting in with Characteristics of fire-fighting flow. The research proposes the division of effective action, ineffective action and necessary action, concepts of time chain and cost chain, and new method of optimal flow according to time chain and cost chain.
