After the Cold War, the hegemonism and power policy from theold international system have been more and more inclined toimposing their thoughts of "hegemonist system" with the help ofpowerful wars, which is totally a violation against the chief thoughtsof establishing a fair and reasonable international new system tomaintain world peace and development in the international society.That also creates potential war threats to China's peaceful growth.From the ethical point of view, to study the moral characteristics ofmodem wars and find some active restrictions to the wars is a newrequirement to war ethics for the establishment of a fair and rationalinternational political system.War ethic is an ethical system which has been formed in the longterm of war practices. In China and the West the traditional war ethicthoughts based on the principle of justice play important restrictiveroles of morality to wars and war means. The war ethic of "peace","justice", and "humanism" by the Chinese Communist Party is animportant part of it. In the process of globalization and restructuringof international system, the contradictions between the commonbenefit of humans and the individual benefits of nations and stateshave become much more complicated and changeable than ever before.In modern wars, the ethic disputes aroused by such reasonabletheories as "human rights is above sovereignty", "humanitarianintervention", and "anticipative actions" have showed the consistentcontroversies and oppositions between nations and groups based ondifferent benefits in the opinions of war ethic ideas and in theestablishment of a new international system. It is the utmost importantissue of war ethic in the globalization and the background of modernwars to solve the opposition of ethic opinions and reinforce the universalism and validity of war restrictions by war ethics. The ethicsof modern wars should be based on the common benefits of the wholehuman being, with the promotion of justice and system as the ethicobjective to seek for the universalism and validity of war restrictionsby war ethics.The universally identified valid restrictions by war ethics willgreatly promote the formation of a justice system. In the process ofestablishing a new system, the distillates of thoughts in war ethics arealso valuable resources. The international justice of "World peace andcommon development" is the ultimate objective of modern war ethics.
