This paper gains a lot of detailed data and materials through investigating and analyzing the special group, that is the new-type peasant worker, based on typical research which is conducted in questionnaire in Changsha and chooses three hundred samples. On the aspects of city' s barrier and merging, it analyzes the special group deeply and figures out its main characteristics as the following: they were born and grown or graduated from school in the city; they are working in the city and don' t have farming experiences and don' t have or have a little knowledge related to agriculture; there is a weak relation between them and the countryside, but their numbers of households are not registered in the city; most of them are at the age of 14 to 29 and still have farm land in the countryside Through investigating their lives in the city, the paper discovers that the new-type peasant worker are faced many difficulties, especially in institutions, it is difficult to see the urbanization of them to the most extent in the near future. What' s more, this paper tries to findoutthe effective way to realize the urbanization of them in order to attract the government' s attention and expect some steps to clear this situation.At present, because of the policy of new country construction, there is a trend that many first generation peasant workers and other groups of peasant worker begin to return to the country. But actually they can not make it; they have developed into a dual group for failing to merge into the city full due to institution and non-institution. With the development of this group, in the near future it will become the majority of the peasant worker. For this if the government can not channel this group into the city properly, it must cause a set of social problems when it becomes enough serious to destroy the harmony of the society. For all of this, this paper shows its profound significance in the stabilization and harmony of society. In addition, this subject is also a focus in the academic circles and makes a supplement the theory about transfer between city and countryside.
