With the development of China’s economic and social level gradually, the problems under the long-term urban-rural dualistic structure have emerged gradually, one of them is the citizenization of peasant-workers. At the end of 2012,the total number of China’s migrant workers has been reached 260 million,subjtce to the factors of household, income, employment, social sec urity and other aspects of personal ability,majority of them still can’t obtain civil status, enjoy public benefits, and truly integrate into the city,although they have lived and worked in the cities many years and made a great contribution for the city’s construction and development. In recent years, the government has introduced a series of policies, institutions and taken a number of measures to solve the peasant-workers’issues, and effects is beginning to show,but it can’t solve the problems fundamentally. Last year, the 18th National Congress of the Communist Party of China clearly put forward the new goal of the new-type urbanization and integration of urban and rural areas,which can be hoped to provide an opportunity and motivation for the citizenization of peasant-workers.The new-type urbanization is different from the past, which emphasizes the point of population’s urbanization,and mainly focuses on providing the basic and equipotent public services for the participants of the new-type urbanization.The peasant-workers are participants of promoting new-type urbanization, so the problem of the citizenization of peasant-workers must be solved by the process of promoting the new-type urbanization.In this paper,based on the Marxist theory and the Scientific Concept of Development, drawing on the existing researches and theoretical views, integrated using of literature, comparative and investigation study methods,this study has analyzed the status and obstacles of the citizenization of peasant-workers in Anhui, in order to proposing some suggestions, this article is divided into the following five chapters.The first chapter is an introduction,which mainly illuminates the purposes and significances, reviews some of researches of the domestic and overseas area in the field.and introducts some research methods.The second chapter is the relevant concepts and theoretical, mainly expounds some relevant concepts and theory about the new-type urbanization and citizenization of peasant-workers, including peasant-workers’non-agricultural ideology of Marxist, integration of urban and rural areas theory, dual economic structure theory and theory of marginal people.The third chapter the relationship between the new-type urbanization and which is complement and promoting each other.on the one hand, the citizenization of peasant-workers can provide opportunities and motivation for the citizenization of peasant-workers, on the other hand, the citizenization of peasant-workers can accelerat further the development of the new-type urbanization.The four Chapter is about the statusd and the obstacles of the citizenization of peasant-workers in Anhui province, using the survey methods to research, including employment status, income level, residence status, social security an, personal qualities interests and the aspects of psychological.Finally,it reveal the obstacles of the citizenization of peasant-workers in Anhui.involving the four aspects of economic, social, personal and public disorder.The last Chapter contains some suggestions about the citizenization of peasant-workers in Anhui province.including five aspects of the institutions reform and innovation, development of urbanization, service of public providers and the ability of individual citizens,for the decision makers referencing.
