The competency is a focused issue of human resource management. Nowadays, the researchers always explore the competency in two ways. The one is from the competency of people; the other is from core competency of the organization to the strategy. The competency is the resource of competitive advantage which placed in the organization and integration of various resources which is unique and difficult to imitate. At present in foreign the study on core competencies are relatively more than which in domestic, but we are only at the initial stage. And the studies are focused on the enterprises; the studies of the core competencies of government are also relatively rare. It is very important to reveal core competencies of government to provide a new perspective of the government'management and reform. So the study tries to reveal the core competency of County-government through the empirical study. It can provide a theoretical reference for county government's reform in China in the development. The thinking way for the study may attract more scholars and government leadership to concern on the government's core competency for more in-depth research.The study about government's core competencies is cross-cutting areas of human resource management, organizational behavior, public administration, and psychology. Based on the results of research on various subjects and research methods, this research has done a theoretic study on core competencies of county-government. We prepared'the questionnaire about core competency of government'according the result of BEI and the study about competency, core competencies and the related study on government. The questionnaire was distributed as sample survey around 31 Province, and retrieved 1278 valid survey. The data are analyzed by SPSS; it revealed that there are 3 dimensions, 8 core competencies and 35 factors of County government. The study gives some useful suggestion about the management to the county government.The result of the study:①83%surveies think that the 60 factors in'the questionnaire about core competency of government'are important;Cronbachαof the questionnaire is 0.9527, so the questionnaire can reflect the core competencies of the county-government.②There are 3 dimensions,8 core competencies and 35 factors of county-government of china. The three dimensions are the management concept, capacity and method. The 8 core competencies are organization and management capacity, responsible government building, honest and diligent administration style, ability to adapt to change, strategic management, public service, Macro-control capacity and efficient administration. The 35 factors are government Quality, incentive command, enhance training, market concept, E-government, self-management, government culture, government's competition, separation of powers, limited responsibility, accountability and responsibilities match, administration according to law, effective supervision, administration, the government interpersonal harmony, people-oriented, clean government, anti-corruption, unity, cooperation and factors of production integration, coordination and control, adapt to change, Government's credibility, the overall situation, predictability of the decision-making, goal-oriented, the implementation of social security, public finance, supply policy, the macro-control and enforcement capacity, administrative efficiency and administrative science.③Through analysis of the importance of this study show the relative importance of each core competency factor of county-government, initially set the weights of the various factors.④Based on the core competencies of the county- government, the study gives three suggestion to enhance the comprehensive management: First, the transformation of government management concept, and strive to build a responsible government, a clean and efficient government and public services government; Second, to improve County-government organization and management capabilities, ability to adapt to changes and macro-control capacity. Third, to introduce the advanced management methods, such as the strategic management .
