International science groups and the decision-makers have concerned that the over-use of transgene products would bring tragedy to our natural environment .In order to get the advantages and devoid the harms ,a lot of international organizations and countries are instituting the rules, statues and laws while developing transgene products . China as the big country of transgene products, its science and imports and exports trade have got great development.We should study from the excellent experience in management of foreign countries. We can't refuse the transgene products, instead we should make it develop on the science regulations with efficient control. To build and perfect the law of transgene products has great historical and practical meanings. It has important role on the favoring development of transgene products .This paper is divided into four parts .First part is the basic summarize of the laws about transgene products .This part studies from the definition and characteristic and points out the definition of transgene products .That is to put some genes into other products and make the products meet human beings'needs in such areas as characters, nutrition quality and consumer quality. The agricultural transgene products are the main forms of transgene products. It means change genes constitution with gene techniques and make the products in use of agricultural procession or farm produce plant and animalcule. Then it analyses the inevitability of the development about transgene products .The second part is about the foreign laws of transgene products. Firstly, it puts forward the actualities and recitation of international treaties about transgene products. Secondly, it puts forward the actualities and recitation of laws in developed countries about transgene products. It recites the characteristics on the basis of laws of America, EU and Japan.The third part is about the actualities and recitation of transgene products in our countries.
