The thesis is to aim at the pollution and shortage of city drinking water resources, thoughanalyzing domestic and foreign drinking water safety law guarantee system, referring todomestic and foreign experience, considering the ecological property and economic property ofdrinking water resources, through surveying and analyzing the domestic and foreign drinkingwater resources protection and pollution prevention and cure law, containing drinking waterstandard system and water management system, law measures and problem analyzing etc.;analyzing the current situation of domestic and foreign drinking water resources law guarantee,including water resources management system, law measures and problem analysis etc.,sufficiently using the theories and methodologies related to environmental science, socialscience, economics and law, the thesis takes apart the existing problems in water resourcesprotection, using and management in the Chinese city at present, studying the law guarantee ofdrinking water safety in our national city, including drinking water resources pollutionpresentiment system, law duty and intensifying measures and the law position and duty of thewater administration body etc., attempting to building a comparatively systematic lawguarantee frame of drinking water safety, putting forward the law guaranteeing measures ofcity drinking water safety.The thesis puts forward the law guaranteeing system for building city drinking watersafety in the viewpoint of transcending the subject of environment resource field; by usinganalysis frame of system economy, through regulation and system to solve the dispute betweenbenefit bodies, the conception is neatly used in dealing with the problems of water source andpollution prevention and cure, which owns certain feature; in the choice of wateradministration management system, integration model is created, breaking away from dualdifficulty of central management and discentral management and it is a new attempt andexploration of environment resources study.
