A Study On The Service Alienation Problems During The Process Of Building A Service Government In China

Since 1987 the Party's "13th" proposed to change the government functions as the future of China's key administrative reform, despite various efforts to try, but the functions of the government is unable to meet the public demand for diverse services. There are dislocation and services fault between the functions of government and civic needs. The government as the highest civil administrators rules the society. To some extent it caused the transformation of government functions and kept the G public relations increasingly tense. There are reasons for this is that the process of reform is always lack of a scientific and reasonable position. And has not forming a standardized management model for the Government reform. In this special historical period, the Service Government in China as the most significant academic contributions to the theory at the turn of the century, with "citizen-based, community-based, rights-based" ideas and service functions to the point, which is approved by the central government and determined as a new set of administrative reform-led government. In the practice of reform years that the Service Government has been widely used, Chengdu, Shanghai, Nanjing, Zhuhai, and other places have conducted a useful exploration .The level of service has made remarkable progress. The G public relations have significantly improved. The academics and the politicians agreed it is a good measure to overcome all the flaws which our traditional administrative model derived. It's the ultimate goal of our government reform.Along with administrative reforms on track, growing uncertainty, the Service Government embodied in the people-oriented and service to the community spirit gradually mature and reflect people nature, nonprofit and Contractual. Accountable to citizens and inviting citizens to enter the decision-making system is decided by the nature of the Service Government. The government and its staff should serve the people as an administrative point of departure and footing. The standardization and welfare of government services is not only a necessary requirement of the Civil Society, but also an important component of the government legitimacy. Therefore, the government should pay attention to the interests of the citizens and make "the people" as its purpose, to ensure that there are adequate public goods and public services to meet the public demand. However, in real life, often occur Alienations conflict with the concept of Service Government .This paper defines it as a Service Alienation problem.The paper is divided into four parts. It researched the main performance, the cause and treatment of basic countermeasures of Service Alienation problems. First, introduce the basic content and internal requirements of Service Government briefly, and inspect its construction status. While affirming the government reform process, which has the great achievements and experiences, it points out the abnormal phenomena that conflict with the nature of Service Government. And then introduce the main arguments which in turn lead to academic issue and comment on them. In this paper, these irrational problems have been classified as one kind of alienation. In second part, the paper under the original significance of "alienation" defines"Service Alienation". The irrational service activities during building a Service Government all can be defined as Service Alienation. They are different services, compulsory services, unilateral services and formal services. How to find the reasons of these problems and solve them is becoming the key point of construct a Service Government. In Part 3, this paper analyses the Service Alienation from the deep nature aspect, the conceptual aspect, the system aspect and the operational aspect to obtain the reasons of Service Alienation. From the analysis of the nature of Service Government, identified Service Alienation only a wrong way phenomenon in the process which reform try to explore the optimal path. It doesn't necessarily relate with the scientific and reasonable of the Service Government model. As long as clarifying the nature of government service, strengthening the concept of serving the people, filling all the loopholes existed in the relevant mechanisms and operational process, the Service Alienation is can be complete overcame. In Part 4, against with the former analysis of the causes we prescribe the solutions. With previous experiences and the successful cases of local governments to properly solve certain alienation, we propose seven solutions and they are establishing modern service conception, strengthening administrative ethics, getting rid of the dual urban-rural structure, improving the regulatory system and the mechanism for expressing public opinion, establishing a new performance appraisal system and condominium multiple mechanisms. We hope it can be able to good for the reform movement.If the Service Alienation problems can be solved, in addition to government efforts, we still need the active participation of citizens. Only tacit understanding with the two sides, can we make a series of systems and measures to fully play its role. And the Service Alienation can be gradually reduced and ultimately resolved. Meanwhile, we should mind not to "overkill" and "self-defeating". Our government reform often moves from one extreme to another. We can not only require service but supervision and management. In some important areas in order to avoid alienation, the government's role is still strong .We still need it play an authority role. We should know that Service Government itself doesn't mean deregulating. All kinds of governments have control. In the Service Government model, control has been included into the overall service and relied on service. So in the process of building a Service Government, we can undertake the necessary social management bravely.
