An Analysis Of Multilateralism Diplomacy On Contemporary China

Globalization and the resulting global issues make the people in the competition have to choose cooperation at the same time for survival, Security dilemma has been expanded from a nation to humanity. When we care for relative benefits, nations care for absolute benefits more and more. The practical experience triggers the attention and research in the international political theory for multilateralism. The article tries to inspect the value of multilateralism on globalization and global issues, and recall the contemporary history of China diplomacy by the multilateralism theory, and try to explain why China diplomacy goes just like that on the base of the combination of historical experience and reality. This article also tries to verify the reasonable and urgency of insistence of China on multilateral diplomacy, and the problem of this process should be paid attention to.First of all, this article defines the concept about"multilateralism"which is controversial by academic circles, and consider that multilateralism means both of institution and practice, both of them are very important for observing the China diplomacy from multilateralism vision. On base of this, the article observes the significance of multilateralism by the level analysis method from Kenneth N. Waltz, and discusses its value in every level. we find that the high politics including military, security and politics are all involved by the process of global security and global politics, so the problem we have to face must be solved by cooperation and institution. What is more important, in the field of low level politics, such as medical treatment, finance, drugs, climate and resources, which are all important problem to human being, any single actor can not solve them without cooperation, being-together is requirement to every country at this time. The global structural contradiction aggravates the internal consumption of human energy, cooperation concerns human live. On the regional level, the article discusses the two values about multilateralism. one is the typical representative of multilateralism—EU, which is very useful to promote the approval about multilateralism. And the other is the very clearly feature that the global issues can be helpful for regional cooperation, such as AIDS prevention. On the national level, the article discusses the capacity of state which is always concerned as the most important actor in international relations and its demand for multilateralism both of institution and diplomacy meanings. Then, the article discusses the domestic and international environment about China, and the way of China diplomacy, the multilateralism is a rational choice and it is the key points for new breakthrough of China diplomacy.The second part combs the main course of China diplomacy contemporary with the multilateralism perspective, and find that the China diplomacy can be parted by four stage: the conservative of the early period after the founding of New China, the hard-working and achievements after the restoration of UN legal status, the recovery of multilateral diplomacy after reform and opening up, turn of the century gradually mature multilateral diplomacy.Then,the article recalls the history of China diplomacy contemporary by multilateralism perspective, and find that the China diplomacy can be differentiated to four phases, the conservatism in early period after the founding of New China, the multilateral efforts and achievements after the resumption of legal status to the United Nations, the recovery of multilateralism after the reform and opening up, and the more and more mature diplomacy of multilateralism at the turn of the century. The article pays attention to the relationship between internal and external elements of multilateralism diplomacy and its changes, also sums up the characteristics of it, that the unique characteristics as a developing country, the important position and momentum for economic diplomacy, from the surface to the point, China turns to active participation from passive participation in the diplomatic practice, and China has gotten the promotion from the awareness of the problem to the awareness system in diplomatic ideas. As a summary, we can understand the process of China diplomacy clearly, and this is the basic of introspection.In the final part, the article reflects the China diplomacy of multilateralism by the traditional view of international politics, and gets the interaction of the national interests, political power, bilateral diplomacy and multilateralism ,this offers us a kind of understanding way to China diplomacy, and explains the causal logic of China diplomacy with the multilateralism theory. When we study the relationship between national interests and multilateralism, we use the method of level analysis, and find that multilateralism effects the national interests by chasing and grasping the order on the global level, and its contradictory is the limited sovereignty and dependence strengthen. On the region level, the contribution of multilateralism to national interests shows on the ability to bring relative benefits for country when the state seeks the absolute interests, especially for China as a regional big power. When China produces public goods, it builds its responsible image, and it goes without saying that it is good for long-term strategic interests for China. On the state level, the practice and concrete action of state are valuable for the security of state and the development of economic and culture. Deal with the security dilemma which is expressed by realism, multilateralism may ease it to some extent.We can see that multilateralism on system level effects by power distribution, but the effect can be beyond sometimes when we talk about the relationship between political power and multilateralism. At the same time, when human beings look for the universal's interests and values, multilateralism can exceed system power and be independent, such as in the field of climate and environment.We also can see that the institution and diplomatic pattern between the bilateral diplomacy and multilateralism have the highest goal in common, and the goal is the human survival or better survival all over the world and specific region. But there is contradictory on the technological level. For China, how to integrate the two diplomacy pattern means the national strategy comes true or not.On the two level of institution and practice of multilateralism, the article discusses that its importance and application for global issues. After the analysis of China multilateralism, we can see that China is not unfamiliar with multilateralism, we reflect the relationship among the political power, national interests, bilateral diplomacy and multilateralism, and make the thoughts and suggestions after considering the actual situation of China. The value of this article may be that it summaries the feature of China diplomacy by the multilateralism theory, and rethinks its problems and its relationship with traditional politics, the article tries to explain the process of China multilateralism, and hopes that it is better for understand China diplomacy clearly, hopes that it can contribute to China diplomacy during transformation of multilateralism.
