Understood from political and person's relations, as a kind of ideal national type, he republic distinguishing to other ideal national types lies in its public characteristic. which establishes the foundation in which each citizen is free and equal .Freedom and equality has become the humanistic presupposition and theoretical prerequisite .without a doubt, the kind of human nature in advance supposing and the premise formation of theory have the intrinsic connection with social changing and social reforming. It is well know, according to traditional politics, the unequal life by nature is regarded as perfectly justified. In the classical political order, the construction of political life sets up on the equal foundation of blood, relationship, family background, status, skin color, sex and knowledge. Because of unequal theory hypothesis and the system logic, among persons, the political life becomes the minority activities, so that political life also is unable to establish.Modern society's reforming changed not only person's self-understanding but also view on relationship between ago and others. The changing view caused beings change their political life-understanding especially national understanding. The individual obtained the supreme status, the traditional rank order disintegrated. The modern persons regard them as not only free but also mutually equal. Here, equality doesn't express the fact judgment but a kind of moral judgment. Here the equality doesn't deny difference between person to person, such as race, family background, age, sex culture and knowledge. However, the factors can't become reason of political discrimination and shame in the field of politics.If we affirmed the relationship between a person and a person is free moreover mutually equal, then, the public should be the all citizen's wealth, the joint owning principle is the public basic spirit, the public basic principle is that would belongs to everybody. In the public, the country does not become private property of any person, group and class. The state power doesn't become private arms of every person, group and class; it also doesn't become tool which is used to oppress others by any individual, group and class. Joint owning principle means that state power belongs to everybody, which means that public rule is shared by all citizens. If we admire that the principle solve the right public property, then, joint running is the inevitable request. The jointly owned principle pays attention to the public form; the joint running reflects the joint owing in the process of running country. They are all expressed in the citizen's view. Everybody is free; the political community should belong to all citizens. Regarding the public things, all citizens should take part in them, not based on the factors of family background, status, wealth, age, sex, culture and knowledge, which remove part of people from the political life. For any republic, the status of citizen is equal. So the status of citizen should also be open and tolerant. The republic is a cooperative cause that is taken by all citizens, and it is also a cooperative system that is established by citizens for their common interests and for the promotion of all the participants'interests. The republic is citizens'common wealth and it belongs to citizens. So as for the republic's public affairs, citizens should participate equally. In a sense of system, joint running spirit need all the citizens have common rights of politics, economy, society and culture. These rights are guaranteed by the constitution and need the restraint of tyranny and establish the common understanding of the constitution. The constitution of republic is the soul of republic. It not only establishes the boundary of citizen rights and public power, but also make proper arrangement of procedures that political process must follow. It is this proper arrangement that remove the instability in political life.The republic is not only a joint entity that is owned and run by all people, but also an entity that is shared by all people. The common share principle requires that the internal interests of republic can be allocated equally. The fairness of society should be the important value that is pursued by republic. It is proved by the practice that free market pattern should be idol choice for the republic. The market emancipates individual and encourages individual to create freely and allocate resource according to the factors of individual capital, technology and labor. It stimulates individual's creation potential and make the social resource allocate properly and train the citizens'quality under modern democracy politics such as reason, credit, abiding by trade rules and law etc. Market economy pattern has political meaning. It helps the promotion of democratic process in the political field. Thus the equal allocation of social interests will be realized. If the choice of market system has very important meaning for the republic, then it will be also important to the realization of common sharing spirit and the design of democratic political system. A republic which is shared and run by public needs not only efficient market system and constitution system that can realize political justice, but also a prestige government and advanced social organization. In the process of realizing republic justice and guarantee citizens'rights, government and society all shoulder important duty. The republic government should not only treat every citizen equally, but also has the obligation to let all citizens lead a dignity life and away from starvation and malnutrition and provide equal medical service and P.E. and health facilities to ensure citizens health and compensate for the disabled. For improving citizen's ability and make their intelligence and psychology develop fully, the government must allocate educate resource fair. Citizens of republic has obligation to serve the society and remove humiliation that people usually meet when they receive relief. Every citizen of republic should not only give care to social brinkman, but also make the care more humanism.
