Wage is the most sensitive issue in the civil servant system. This issue is well handled or not will related with the civil servant rights of the individual, team morale, incentive mechanism and the effectiveness of the public administration. Meanwhile, revenues also relates to the civil servant in a reasonable position and reasonable expectations for performance in the public sector. Scientific and reasonable wages is not only conducive to stability in the Civil Servant, but also help to attract more talent to join the servant, so as to promote effective civil servant to improve the quality of public service and upgrade the management level.Based on a profound analysis of the civil servant wage system reform in China, and then analyzed a new round of wage reform. While affirming the achievements of the current reform, the author get a further reflection for the civil servant wage system, and try to resolve some of these issues. Trying to provide with some ideas for the reform of the civil servant wage system .This paper is divided into four major parts:The first part is the theory on the civil servant wage system.It is subdivided into two areas: I. Concepts defining for the civil servant wage system. First, define the concept of wages from both the broad and narrow. Second, find out the differences between wages and salaries. Moreover, define the content of the salaries of civil servants and the civil servant wage system. II. The theoretical support for the civil servant wage system. The essay analyzes the theoretical basis of China's market economic system: First, the 16th National Party Congress report referred to strengthen the regulatory function of the government in the distribution of income, the income gap is too wide. Standardizing the order of distribution, rationalize the few monopoly industries in the high income, and ban the illegal income. Improve and standardize the national civil servant wage system. Second, in addition, The Third Plenum of the 16th CPC Central Committee deliberated and passed by the party on "perfect the socialist market economic system, the CPC Central Committee on Some Questions Decision "also made to improve each one according to his work; the coexistence of multiple distribution methods distribution system, giving priority to efficiency, giving due consideration to fairness, production, distribution according to contribution. Third, the specific theory of wages which can learn from the developed countries, for example: classical economists'economic theory, the theory of equilibrium price, and the marginal productivity theory of wages, fairness, they had played a supporting role in wage system from theory.The second part is about the reform of China's civil servant wage system before the Implementation of "Civil Law"This part was specifically divided into three subcomponents : First, the analysis to the reform of civil servant wage system for the first time in 1956; Second, the analysis to the reform of civil servant wage system for the second time in 1985 Third, the analysis to the reform of civil servant wage system for the third time in 1993. I give an in-depth analysis of the reform of the wage system from the background, principle, results and the evaluation. Certainly a number of reforms, to some extent, eased the wage system when there are any inconsistencies. Meanwhile, several reforms have not fundamentally solved the problems existing in China's civil servant. The new wage system reform is a must.The third part is about the reform of civil servant wage system under the background of "Civil Law"In this part, first I guide the ideology of the current wage system reform. Second, the introduction of this reform: the first one is the reform of the civil servant salary structure, promotion of normal adjustments to the basic wage, wage levels and implement appropriate treatment linked; the second one is to improve workers organs technical level posts wage system, to adjust the basic wage structure of workers organs, basic wages normal promotions; the third one is to improve the implementation of regional allowance system : Additional funding system, improve the system of allowances in remote hardship areas. Improve the system and post; the fourth one is the sound level of normal wage growth; the fifth is single-end bonuses. The last one is a thorough analysis on the results of the deepening of the reform of the civil servant wage system. The first is to establish a new system to create the new mechanism. This has further strengthened the incentive pay, promotion of civil servants. The second is the expansion of the civil servant grade level appropriate to favor the basic level. Make the wage increase for all civil servants in order to provide a broader scope. The third is to improve the allowance system to ensure that the remote hardship areas. These remote and difficult areas will mobilize civil servants in their work and enhance their enthusiasm for work; improving efficiency will play a very positive role in promoting.The fourth part is about the further deepening of China's reform of the civil servant wage systemIn my view, we can continue to deepen reform and improve the current civil servant wage system from the following aspects. First, accelerate the civil servant wage legislation; second, establish the balance of the wage system; third, perfect performance appraisal system; fourth, establish servants'assets declaration system; fifth, make measures to accelerate the reform of the monetary benefits. Only in this way we can improve in the current reform better, thereby strengthening the civil servant and work style, and rationalized the income distribution relations between all sectors of society, and promote the all-round construction of a well-off society and building a socialist harmonious society gradually.
