The national civil service exam as the central and its subsidiary bodies in the selection and appointment of the window,its development and changes of the civil servants has the most important influence.An important measure of the central ban in civil servants to participate in the national examination policy of recruiting mechanism of civil servant of our country to reform it,the implementation of the civil servants,especially influence young civil servants.And this group will be the backbone of the system in the next twenty years in china.So,study on the test ban policy,in-depth interpretation of its connotation,necessity,rationality and legitimacy,and then analysis of China's civil service recruitment system,it is important to study its far-reaching influence on the flow of civil servants.This paper follows "put forward the problem,analyzing problem and solving problem of the idea to build the framework,including the four chapter.The main contents are as follows:the first chapter is the introduction part.To explain the background and significance of this thesis;summarize the relevant research status at home and abroad;explain the research methods,framework structure and innovation intention of this paper.The second chapter is the system background of the introduction of the "no test" policy.This chapter first describes the evolution direction of the evolution of the recruiting system of western developed countries such as the UK and fully open,so as to provide reference for China's introduction of "test ban" policy;then the principle and function of the civil servant system;finally,mainly expounds the evolution of China's civil servants recruiting system and civil service recruitment methods and conditions and procedures,to provide institutional support for the launch of the test ban"policy.The third chapter:the rational analysis of the policy of the civil servants to participate in the national examination.This chapter first review development situation of our country over the years in the civil service exam recruiting restrictions;then on 2016 the central government introduced the test ban policy system using the contingency theory,combined with the status quo of relevant laws and regulations,civil construction and a large amount of data,a comprehensive analysis of the necessity,rationality and legitimacy.The fourth chapter:the influence of the "no test" policy and suggestions.This chapter in the analysis of "test ban" policy itself and indirect influence,for its shortcomings,from strengthening the propaganda to promote understanding,improve the selection of strong support,strengthen the incentive to increase attraction,accelerate the legislative system is put forward to improve the construction of "test ban" policy recommendations.The innovation intention of this paper is mainly manifested in the following three aspects:one is to conduct a comprehensive system of the new "test ban" policy introduced,tracing the origin of the system;the two is based on the theory of system contingency theory,rational analysis theory of "test ban" policy analysis,find out the necessity and rationality of policy and legitimacy;three is for the "test ban" policy,put forward to perfect the "test ban" policy recommendations.
