The Research On Problems And Solution Of The Government Image Management In The Transition Period

The image of government is a reflection of the ability of government's ruling, it influences the prestige, cohesion and rallying point of the government, has the functions of direction, inspiritment and cohesion. At present, the world is developing towards informationization and democratization. Our country gradually enters into an open and democratic period, the governments are developing politics,economy and cultural etc. Meanwhile, the governments attach importance to managing and consummating the image of themselves much more. Seeing from the surface, the image of government is the evaluation and attitude of social masses towards the government, but in essence, it is closely connected to actual practice of the government, that is, the spiritual condition and value orientation of the government, its behaviors and the numerous connection of the effect and achievement of its behaviors. So the process of perfecting the image of government is also the process of improving its behaviors, raising the efficiency of government and providing excellent services and product to the society. Managing the image of government becomes a serious topic for discussion to the governments at all levels. The text is just a thesis which researches some problems and solutions related to on the process of managing and building the image of government. The thesis does a systemic research on each aspect to manage the image of our government, it holds Marxist Weltanschauung's ground as directions, uses fundamental and knowledge of modern administration, and bases on the former production.The full text is divided into four parts. The first part starts with the conception of the government and the image of government, opens out three aspects of the image of government that are value orientation, behavior system and vision system. The value orientation is the core which is a deep factor deciding the image of government. The vision system is an appearance which is a skin-deep factor deciding the image of government. The behavior system is a middle layer connecting the former factors. The three factors are supplement each other. In fact, the image of government needs to be managed as the same as tangible assets, and it could be managed as intangible assets. The image of government we talked is the process of behavior of building, advancing, adjusting, maintenancing the image of organization, according the actual image of organization and condition in being, takes various measures to the factors of the image of organization on designing, programming, controlling and transmitting, to influences the cognition of masses to the organization. We can arrive at a conclusion that it has a huge theoretic and practical significance to the research of managing the image of government. As follows, the next part analyzes that managing the image of government is very necessary. Against this climacteric background, we establish the socialist market economic structure stage by stage. In the course of the transformation of the economy into a socialist market, the people's thinking and concepts are stirred badly, the primary system of social value is broken, new moral discipline and activating principle to meet the need of market economy haven't established yet. Under these circumstances, perfecting and advancing the image of government, further strengthening managing the image of government are issues which our governments have been paying more and more attention. And only thus can help our government enhance its prestige, advocates its cohesion, improve its efficiency, and propels the whole society forward. The third part is the carding of problems which in the process of managing the image of government. According to foregoing three parts on managing the image of government, the thesis analyzes some typical questions in the managing the image of local government in three fields: planning and designing, controlling and managing, communicating and transmitting. The forth part puts forward some relevant solutions to the main problem which is related to the image of government of China the above mentioned. At first, in the aspect of planning and designing: to establish a correct administrative mind, perfect the value system of managing the image of government; and to build legal strategy on the image of government; according to local culture, design and plan the image of government with particular advantages; to introduce GIC strategy in planning and designing the image of government. At second, in the aspect of controlling and managing the image of government: to put forward some advices advancing the image of government workers, according to the circumstances of the local government worker's service and decrease in the dedicatory consciousness; to improve government's management to the crisis and government should be truly predominant in the aspect of preventing and reducing the social crisis; to further strengthen to build the electronic government to some problems in the building of economic government affair construction. In the aspect of transmitting the image of government: to attach diffusion to the image of government, and establish the strategy to transmit the image of government; to advance the intermediary course of legal basis; take time by the forelock to designing the image of government.The government image is not given by God, it is the public's subjective reflection of changing with government objective. The government image is not static. The connotation of good government image changes constantly with development of the times. Making systematic management of government image is an objective demand of practice of government, it is the application of the theory such as the modern system management,scientific management,behavior management,human-oriented management and so on. In the information times, it embodies government from blocking to opening. It is a long systematic project, involved in the every aspect of government work. Only if the government's objective conditions are improved raised indeed, the government's good image will be established really. Of course, it is more necessary for the government image has always attached great importance to maintaining and using various advanced management philosophy, technology and tools from a variety of ways to promote their development, promote their sound. Through effective management, the government can always maintain the glorious image and incomparable charm.
