Presently, collective action is an outstanding phenomenon in the public administration in our country, especially in the reform and bankruptcy of state-owned enterprises, the collective action of employees has been embarrassing the reform and development of China. To some extent, if we want to have a harmonious and stable development of our society, we should solve this phenomenon successfully.As an attempt, the author research collective action by means of positive research and process event. The author analyses the employees' response in action about bankruptcy and the factors that affecting it from the perspective of Institutional Economics Psychology and Game Theory under the background of Economic system reform. Also, the author do a deep research in the actual situation through questionnaire investigation interview viewing literature and other means.Through the research the author find out: there is no collective action in employees before bankruptcy of the enterprise. The employees lack of positivity and be in slackness in doing their jobs, because they receive the reform passively, lack of agreement and responsibility, disregard or dislike the reform of the enterprise. Collective action arises in the bankruptcy. When bankruptcy happens, the employees are about to breaking away from the control of their leaders, the scare of their leaders disappears. So collective action may arise under these conditions. There is no collective action after bankruptcy too. The employees' legal consciousness is strong, so they try for their benefit only when bankruptcy is happening. After bankruptcy, the employees default the result. Otherwise, the employees will give up collective action when the expectation on the benefit of collective action reduces.Presently, there is no enough research doing in deep and multi-angle in domestic realm of Social Sciences. I hope that this research could fill the missing link in the research of collective action, arouse the emphasis from society on collective action from employees in state-owned enterprise, and provide theory basis for the practice of government.
