As the economic environment becomes more and more complex in the world, Small and Medium-sized Enterprises (SMEs) are playing a more active role for its special characteristics. However, because of its small size, it faces lots of difficulties in competition. They have difficulties in financing, management, legal environment, etc. Meanwhile, they always have conflicts with big enterprises. Therefore, the support by law on SMEs is necessary.European Union (EU) has implemented lots of law and policy on the topic, in order to instruct and support the development of SMEs, and the results shows well. In China, the recognition of the importance of SMEs is still on a low level. The author analyzes the status, the definition and the law and policy of EU and China, and summarized the revelation to China.There are nearly 30,000 Chinese words in the paper, organized in four chapters:Chapter One, the author summarizes the status and relevant law of SMEs in EU and China. In this chapter, the author introduces the significant position of SMEs by using a series of data, and introduces the legal environment for SMEs in EU and China.Chapter Two, the author summarizes the definition of SMEs in EU and China, compares the transformation of the definition. The significance of this Chapter is that the definition of SMEs is the first step to adopt law and policy on SMEs. Chapter Three, the author analyzes the main law and relevant policy on SMEs in EU and China. The core of the chapter is the analysis of difficulties in the development of SMEs, that is, financing, management, legal environment and information absorption. The author also analyzes the advantages and disadvantages of all the legal tools. Chapter Four, the author puts forward the revelation of EU law on Chinese SMEs. After the analysis of the above three chapters, the author hopes that the discussion would inspire the legal system of China on SMEs, presents her own opinion on creating the impartial competition environment and the establishment of the special institution.In the conclusion, the author reviews the whole paper, expects that the paper will have active meaning to the development of SMEs in China, both on theory and in practice.
