Study On Public Participation Mechanism On Internet In Public Administration

Citizen participation is important part of political civilization and political democracy, it's the approach that the citizen enters common field life and participates in public affairs manages. Today "efficiency" in common administration becomes as important as "impartially", citizen participation is the only choice to realize the two big targets. The essential significance is that the citizen participate lies in operation, but the way of participating guarantee the citizen's decision-making of government and participating in the public affairs. We found that there are a lot of questions in the way of citizen participation. With the development of modern information technology, the internet has overcome of traditional ways. The major objective that we study is to analyze internet's characteristic and build the mechanism that the citizen participates in by the network.On the base of principles of management, political science, common study of policy and sociology, theory of the citizen participates, organism theory and decision theory, we analyses the drawbacks of the traditional ways. We build the mechanism that the citizens participate in public affairs by internet.In recent years, with the development of citizen participation, the lacked factors of framework of organization, the structure of decision making, the people themselves and system supplies lead to indirection touch, limited participation's outcomes, low quality, low passion and small scale.With development of network IT , internet changes ours live, also changes the public decision-making and citizen participation in public affairs .Due to its characteristic ,such as opening to the outside world , interactive nature, convenient and rapid, support anonymous communication ,internet improve the drawbacks of citizen participation.The network drive organization structure to network-rization; it have dispersed apolicy-making power; it have reduced the aspect cost such as time , space , money ofthe citizen participates ;it have formed "the field discussing the public affairscommonality"" at the same time of citizen participation. But internet couldn'tovercome all questions, such as Poor, aged, limited education and impartialinformation.Mechanisms of citizen participation include running mechanism and guarantee mechanism. The running mechanisms include communicating mechanism, decision-making mechanism and network supervision by public opinion mechanism. The guaranteed mechanisms include law of government affairs, Ordered participation and guaranteed mechanism against the digital divide technology. They improve the way of citizen participation.
