The public administration is a subject introduced from the West, which is based on a high degree of perfection of the society and the highly developed market economy. Our China's current public administration's introducers are usually lack of the idea that they should make the theory associate with the realities of China. They usually follow the western academics blindly and often ignore the current situation which is not ripe for China's civil society. There are two outstanding issues: 1. The research tends to focus on the impact of civil society to the public administration or the impact of public administration to the growth of civil society, but very few people combine the two as a system to research this paradox;There will be no smooth development of public administration reform without the growth of the civil society; And it will be difficult for the growth of civil society without the success of the reform of public administration, and a series of changing conditions. The paradox, the conditions and opportunities of breaking the paradox are often overlooked by us. 2. The difference between our country and the Western society is that the party has a great impact on the growth of civil society and the operation of the public administration in our country. Many experts and scholars in the study tended to ignore the party' s influence and role, so theory is not entirely consistent with the reality. In this article I focus on the situation and the causes to the plight of the relationship between the public administration and the citizen society, that is " without the growth of the citizen society , the public administration's reform will be lack of the social environment and the essential impetus; Without the promotion of reform of the public administration , it will be difficult for the growth of citizen society of our china", and focus on the conditions to untie the knot, pay attention to the current policies and measures that our party and government have taken to break the this plight. I'm looking forward to get some breakthroughs in theory and practice through solving this paradox.To be specific, my thesis is divided into five part.The first part is introduction, which mainly discusses the meaning of Public Administration and civil society. It also contains the present situation and significance of our research as well as the research technique of this article. Here we also propose the difficult which exists between Public Administration and the growth of civil society.The second part focuses on the significance of civil society to the begin operation of Public Administration. We prove the importance of civil society to Public Administration from three points: <1> civil society is the foundation of the begin operation of Public Administration ;<2>the satisfaction of civil society is the starting point and home of all Public Administration activities;<3> it is the civil society that distinguishes Public Administration from all autocratic rules or enterprise management.The third part emphatically discusses the difficulties that civil society faces under the background of China's current Public Administration. For example, relatively slow development of non-governmental organizations that are not fully playing its due roles ; inadequate strength and depth of citizen participation in Public Administration; the conditions and the reasons , and so on.The fourth and fifth parts mainly focus on the actual conditions to break the paradox between the growth of China's current civil society and Public Administration. It also contains the countermeasures that we should adopt.Finally, it is the conclusion. On the basis of the previous paper, we carry on a further forecast in view of the prospect and significance of interaction between civil society and Public Administration.
