Citizen Participation In Public Administration And Its Ways In China

As one way of democracy's running, citizen participation has become a hot topic in the area of today's social science. With the theory renewal and the practice innovation of democratic administration. Great changes happened in the area of public administration. The public administration's manage idea and behavior has been changed in a material way. Democracy is no longer a topic limited in politic area. Discuss in public administration is catching more and more people's interest.Citizen participation in public administration means one behavior of citizens or citizen organizations directly participating in public affairs that is related to their interests by sorts of ways, expressing their interests and desires to influence government's decision-making, and efficiently supervising the execute of the decision-making. In the area of public administration, citizen participation has its own characteristics, they are emphasizing direct participation, paying attention to execute of policy and way of society self-government.Citizen participation in public administration has acquire great achievements. However, there exists many problems. On the concept respect, citizens prefer participating policy impletmentation to participating policy decision-making, prefer informal participation to formal participation. The consciousness is blind and spontaneous. On the system respect, many laws that securit citizen participation are highly abstract. They obviously lack operability and feasibility. So we need specialized laws. On the organization respect, our citizen organizations lack independence. Their activities are more limited by government. The timid lead to one result, they cannot play their real role.Faced to so many restricting factors that obstruct citizen participation, I tried to research this problem from three respects: concept, system and organization. The respect of concept contains the view of citizen and the view of public administration; the respect of system contains public affairs system opening, public hearing system, expert-consulting system and public relieving system; the respect of organization contains the significance of citizen society and third sector for citizen participation in public administration, and I take community self-government for an example to expound in a systematic way. I hope these research are benificial for persuing the ways of citizen participation.
