The Research On Citizen Participation In Public Administration Through Internet

Since the latter half of the20th century, citizen participation in democratic politics, have been given more becoming an important position, Citizen participation in the classic sense refers to the behavior of the citizen participating in elections and government decision-making in the political life through the channels within the political system.The rise and development of modern administration theory not only expands the field of citizen participation to all Public Administration and Public Affairs area of ctivity, but also improves the status of citizen participation to the position of equality with the government governance body. Development of the network provides a convenient platform for citizen participation. Researching on citizen participation by means of the network, will help to promote the practice of citizen participation through Internet, thus promote political democracy and political progress of civilization.The concept of good governance is a people-centered, multi-governance body of good governance, whose basic elements include participation, interaction, cooperation, responses, legitimate, effectiveness and responsibility is citizen participation’s nature. From the perspective of the concept of good governance, this article discusses citizen participation’s interaction,legitimate,effectiveness and fairness with emphasis on government responsibility.The development of citizen participation through Internet is inseparable from government response, interaction and responsibility of citizen, which is the core value of good governance, also the premise of healthy development of citizen participation through Internet.The first part of this article illuminates the theory and relationship of good governance and citizen participation through Internet. The democratic values of citizen participation is realistic choice of good governance which emphasizes people-centered, multi-principal governance, also good governance which basic features is participation, interaction, cooperation, responses, legitimate, effectiveness and responsibility constitutes the premise of citizen participation. Making the analysis of citizen participation’s shoulding state and positive value under the concept of good governance is the second part of the article. Citizen participation should be a two-way interaction of government and citizens, legitimacy, effectiveness and fairness of participation, such participation have important significance for the promotion of the harmony of the political environment, governance model optimization, to participate in cost reduction, as well as the development of political democracy. However, citizen participation through Internet exists gap being natural and real natural. The third part analyzes citizen participation’s problems and difficulties which involve interaction, the lack of normative, validity, uneven opportunities and emotional participation, which are caused by the traditional bureaucratic thinking, organizational structure of bureaucracy, the arrogance of the political elite, the lack of government responsibility, e-government lags behind the development of, the special network structure and the information gaps. Faced with these difficulties, the last part of the article is given to solutions under three perspectives from government, citizen and environment.
