The arrival of the information society and the knowledge-based economy, make the talented persons become the resources that all countries fight for. Because of thoroughly opening to the world and joining the WTO, our country has joint the global war for talented person. Moreover, the war spreads to the construction of our troops and national defense. It will seriously affect our strategy that to intensify our troops with science and technology. The talented persons are the most precious strategic resources, and the scientific human resource management is the ultimate way to win the information-based war.There is a very important job in the allocation of military cadres. The job is to work out the demand and supply of military cadres, to analyze the current structure of the cadres and the movement direction of cadres'structure. And a quantificational computing method is needed to research the allocation of military cadres.Quoting the human resource planning theory, this article researches how to work out the retirement, promotion and recruitment of military cadres, how to emulate the allocation with the Monte Carlo method and analyzing the change of the structure of the military cadres. This research can provide the managers of the cadres with the guidance how to adjust the policy of cadre management. The method of this research need work out the amount of the retirement, promotion and recruitment. In this method, the average incumbency time is the main parameter, and the other parameters are retirement ratio and promotion ratio, which come from the old data of military cadres. Then we will emulate the cadres'retiring, promoting and recruiting with those numbers and parameters as restriction. Analyze the results of the emulation, and predict the construct of the cadres of our troops. According to the construction, the managers will analyze the policy's influence to the construction of the cadres, and decide how to adjust those policies.
